Preapplication for Airport Improvement Project: The final activity of the current grant is the preparation of a preapplication for future FAA supported projects. In the preapplication phase, projects, funding requests and other changes can be made to the preapplication by letter. Mr. Sundby noted that the earliest likely funding was for the 1992 construction season. The Committee deliberated about resources for the local share (5%). The Engineer reviewed the preapplication which anticipates two grants totalling approximately $1.2 Million for apron rehabilitation and construction. (copy attached). After discussion, Feredey moved to recommend that the Council approve the preapplication and submit it for funding consideration. Colburn seconded and the motion carried unanimously. 2. Dienhard Lane Traffic Control: The Memorandum of Understanding between the City and United States Forest Service (attached) was discussed. In addition, the Committee requested that when the field is controlled by an FAA tower and traffic permits, the standard advisory for "take off on 1/6, landing on 3/4 preferred." (i.e. landing from south to north, take -off from north to south) is used by the FAA controllers. During heavy traffic this will not be workable to maintain traffic. Colburn moved to recommend approval of the M.D.V. to the Council. Wolf seconded and the motion carried unanimously. 3. Minimum Standards: A correction to Category D was proposed as follows: "An agent or broker having more than two (2) used aircraft on the field for sale in any calendar year, is required to meet these minimum standards." After further discussion, Feredey moved to recommend to the Council the adoption of the revised Minimum Standards, as amended. Colburn seconded and the motion carried unanimously. 4. Status Reports: a) The installation of the new UNICOM radio was noted. b) Resolution 7-90: The Committee reviewed copies of the resolution concerning airport fees. Section II, Fuel Flowage Fees indicates that fuel distributors will pay this. Currently, FBO's are responsible for remitting. The consensus of the Committee was to recommend that this Resolution be amended to make FBO's responsible for paying the fees. 5. Next Meeting: Due to scheduling problems every summer, the Committee determined to cancel the regular July and August meetings but to be available for a special meeting should the need arise. The next regular meeting would then be on September 5, 1990 at 7:00 a.m. at the Pancake House. 6.
