HomeMy Public PortalAbout20180815 - Upper Charles Trail Committee - Meeting Minutes1 UPPER CHARLES TRAIL COMMITTEE Wednesday, August 15, 2018 7:05 PM Hopkinton Town Hall, 18 Main St, Hopkinton, MA MINUTES Members present: Jane Moran, Eric Sonnett, Barry Rosenbloom, Eli Post, Jim Ciriello, Ken Parker, Members absent: Kelly Karp, John Coutinho, Bob Snyder Alternate members present Brian Fitzgerald Alternate member absent: David Rolinski Trail warden present: Mike Boelsen 1. Election of officers: the following were nominated, seconded and voted unanimously to the following positions: Chair: Jane Moran Vice Chair: Eric Sonnett Secretary: Bob Snyder Treasurer: Barry Rosenbloom 2. Update from VHB: Jack Madden plans to start work on Phase 11 over the next 2 weeks. He is attempting to connect with Legacy Farms engineer to confirm any new changes to their conceptual path for UCT use and will keep us informed. 3. Liason reports: a. Eric reported that he met with the Town Manager, Norman K. and Area Land Use and Development Director Elaine Lazarus on 5-25-18. He described how he drove them from the Milford UCT then proceeded to drive down all the connecting roads where the trail will cross, starting with College St. He then proceeded to Granite and showed them the town owned parcels that connect together to make a contiguous route, then connected through the Hughes property then travels along Hayden Rowe to the Irvine Todaro property where the trail could then travel the perimeter of the Marathon School, through EMC Park then proceed down McDermott Path where it could connect to the abandoned rail bed behind the High School, then connect to the Center Trail. From there he took them along Main St., East Main St, explaining how Town property in back of Center School then exists onto East Main south of Legacy Farms. He then drove through Legacy Farms and pointed out the open space areas along, bordering and thru Legacy Farm which then connects to DCR property at Hopkinton State Park in Ashland. He explained the committee felt it necessary to visualize the progress that we have made and specifically how the McDermott Path and to seek the town administrations counsel on how to proceed with the funding of the $25 K necessary to start the path. He explained our various options (UCTC budget(s), CPC, other including using other Town department resources’ including the DPW. b. Conservation Commission- Jim C. reported that the 17 Wilson St project passed and will now proceed to the Planning Bd for their approval. 2 c. CPC- Mike and Eric will investigate any properties for the committee’s consideration to increase properties needed for UCT and any necessary preparations to present the package to and for CPC’s consideration for FY 20 d. Open Space- Park and Rec is still investigating various Town parcels that may be used for a dog park including Irvine/Todaro, Fruit St and others. e. Polyarts/Family Day- The committee discussed various materials that could be used for Sept 19. Brian volunteered to put together a brief flyer and Eli and Jane will work on a suitable map. 4. McDermott Path- Ken P suggested the committee approve the path either as part of the main trail or as a spur trail. No action taken at this time. 5. The goals discussion was tabled until the next meeting 6. The 07-18-18 minutes were reviewed and passed unanimously 7. Topics for next meeting (09-05-18) a.
