HomeMy Public PortalAbout74-315 ORDINANCE NO. 74-315 AN ORDINANCE OF THE CITY OF CARSON AMENDING THE ANIMAL CONTROL ORDINANCE AND AMEN DING THE CARSON MUNICIPAL CODE THE CITY COUNCIL OF THE CITY OF CARSON DOES ORDAIN AS FOLLOWS: Section I . Section 3301 of the Carson Municipal Code is amended to read: 3301 . Amendment to Animal Control Ordinance. Notwithstanding the provisions of Section 3300 of the Carson Municipal Code, the Animal Control Ordinance, being Ordinance No. 4729 of the County of Los Angeles adopted thereby is amended by amending Sections 411, 810 and 817 and adding Sections 421, 833 and 834 to read: Section 411 . Dog Licenses, Fees. Every person owning or having custody or control of any dog over the age of four (4) months in the unincorporated territory of the County of Los Angeles not covered by the provisions of Section 410 shall first obtain an annual license from the Director for each of such dogs and at the same time obtain a dog license tag, and for such license or licenses, in addition to the one dollar ($1) fee for the dog license tag, shall pay six dollars ($6), a total of seven dollars ($7) in all . Section 421 . Spayed or Neutered Dogs; Reduction in License Tag Fee. Pursuant to Section 30804.5 of the Food and Agricultural Code, any dog license tag issued pursuant to Section 411 of this Ordinance shall be issued for one-half of the fee required if a certificate is presented from a licensed veterinarian that the dog has been spayed or neutered. Section 810. Vaccinations, Required. The Director shall not sell or re ea—( se any dog to any person of er t an an approved research institution unless such dog does not have rabies, and: (a) The purchaser exhibits a certificate signed by a veterinarian licensed either by the State of California or by any other State to practice veterinary medicine that: 1 . Such dog has been vaccinated with approved Killed Virus Vaccine less than eighteen (18) months prior to date of release, or 2. Such dog has been vaccinated with approved Live Virus Vaccine less than thirty (30) months prior to date of release, or 3. Such dog should not be vaccinated with rabies vaccine because such vaccination would jeopardize the health of such dog due to an infirmity, or other disability and the estimated date of termination of such is shown on the face of the certi- ficate, or (b) The County Veterinarian has so vaccinated such dog within the times specified in subsection (a) of this section. (c) The purchaser exhibits a certificate signed by a veterinarian licensed either by the State of California or by any other State to practice veterinary medicine that: 1 . Such dog has been vaccinated with Canine Distemper-Hepatitis Vaccine, Leptospira Bacetarin, or Anti-Canine Distemper Serum, or Ord. No. 74-315/Page 2 of 2 2. Such dog should not be vaccinated with such vaccine or serum because such vaccination would jeopardize the health of-such dog due to an infirmity or other disability, and the estimated date of termination of such is shown on the face of such certificate, or (d) The County Veterinarian has so vaccinated such dog with Canine Distemper-Hepatitis Vaccine, Leptospi ra,Bacetarin, or Anti-Canine Distemper Serum. Section 817. Redemption Fees. For the redeeming of any impounded dog, ten oars $10); for the vaccmation by the County Veterinarian, if he has vaccinated such, five dollars ($5) for a rabies vaccination and one dollar ($1) for a DHL vaccine and serum; for feed and caring for any such dog, two dollars ($2) for each day or fraction thereof during which such dog is kept in such shelter except the day on which it is impounded, shall be collected. Section 833. Pick-Up Fee for Dead Animals. The Director is hereby instructed to charge and collect a fee of ten do tars ($10) for each stop made pursuant to Section 305 for the picking up of dead animals from any pet hospital, humane society, kennel, stable, veterinary establishment, or any commercial, industrial, educational, research, medical, or other facility that deals with or uses animals in connection with its operations. Section 834. Owner to Pay Impound Fee. In any case in which the Directs requeste y t e owner o a og to travel into the field to pick up and impound such dog, the Director may charge and collect a fee of two dollars ($2) from the owner for such impoundment. Section 2. Section 3302 of the Carson Municipal Code is hereby repealed.
