AN ORDINANCE OF THE CITY OF CARSON AMENDING
ORDINANCE NO. 75-329U, EXTENDING THE MORATORIUM
ON AND REGULATING AUTOMOBILE RELATED USES IN THE
CITY OF CARSON AND DECLARING THE URGENCY THEREOF
THE CITY COUNCIL OF THE CITY OF CARSON DOES HEREBY ORDAIN AS FOLLOWS:
Section 1 . The City of Carson heretofore adopted an Ordinance 75-329U
declaring a moratorium of the establishment of any new automobile related use in that certain
area of the City outlined in the map attached as Exhibit "A" to that ordinance and prohibiting
the issuance of any building, electrical, grading or other permit for any such use for a period
of four (4) months from the date of adoption of the ordinance.
Section 2. Sections 1 and 2 of said ordinance are hereby amended to read
as follows:
"Section 1 . Notwithstanding any other provision of the Carson Municipal
Code or the ordinances of the City of Carson, no automobile related use shall be established
or permitted in that area of the City outlined in the Map attached hereto as Exhibit "A", and
no building, electrical, grading or any other permit shall issue for any such use for a period
of four (4) months from the date of the adoption of this ordinance. This ordinance shall not
apply to improvement or expansion of an existing automobile related use, so long as that
expansion or improvement does not involve a new or different type of auto related use than
the already,existing use, or to the construction of any automobile related facility for which
permits may have issued prior to the date hereof."
"Section 2. For the purposes of this ordinance, "automobile related use"
shall mean a retail tire outlet, a service station, an outlet parts store, an automobile sale
or rental agency, an automobile repair shop, and other similar uses."
Section 3. Pursuant to the provisions of Government Code Section 65858,
Ordinance 75-329U, as amended, is hereby extended for a period of eight (8) months from
the date of adoption of this ordinance and notwithstanding any other provision of the Carson
Municipal Code or the ordinances of the City of Carson, no automobile related use shall be
established or permitted in that area of the City outlined in the Map attached hereto as
Exhibit "A", and no building, electric 1 grading or any other permit shall issue for any
such use for said eight (8) month period from the date of the adoption of this ordinance.
This ordinance shall not apply to improvement or expansion of an existing automobile related
use, so long as that expansion or improvement does not involve a new or different type of
auto related use than the already existing use, or to which the construction of any automo-
bile related facility for which permits may have issued prior to the date hereof.
Section 4. For the purposes of this ordinance, "automobile related use"
shall mean a retail tire outlet, a service station, an outlet parts store, an automobile sale
or rental agency, an automobile repair shop, and other similar uses.
Section 5. The Planning Commission of the City of Carson and the City
Council are now underta ing studies with reference to the location, control and regulation
of automobile related uses in the district outlined in Exhibit "A". Pending the completion
of such studies and in order to prevent during such period the development of properties in
a manner as may be proposed for the district outlined in Exhibit "A", it is necessary and
desirable that no further such businesses be established. This ordinance is therefore declared
to be an interim ordinance, and urgency ordinance necessary for the protection of the health,
safety and welfare of the City of Carson and shall take effect immediately upon adoption.

Section 6.~ The City Clerk is hereby instructed to file with the Negative
Declaration, previously prepared by Staff, a Notice of Determination stating:
a. That the City Council has passed Ordinance No. 75-346U;
b. That said enactment will not have a significant adverse
environmental effect; and
C. That no Environmental Impact Report was prepared on this action.

hereby certify that the whole number of members of the City Council of said City is five;
that the foregoing ordinance, being Ordinance No. 75-346U, was duly adopted by the
City Council of said City on an urgency basis at a regular meeting of said Council, duly
and regularly held on the 16th day of June, 1975, and that the some was so passed and
adopted by the following roll call vote:
