HomeMy Public PortalAbout78-442 ORDINANCE NO. 78-442 AN ORDINANCE OF THE CITY OF CARSON AMENDING THE ZONING ORDINANCE RELATING LANDSCAPING FOR OFF STREET PARKING FACILITIES AND AMENDING THE CARSON MUNICIPAL CODE THE CITY COUNCIL OF THE CITY OF CARSON DOES ORDAIN AS FOLLOWS: Section 1 . Section 9162 . 52 of Division 2, Part 6 , Chapter 1, Article IX of the Carson Municipal Code is amended to read: Section 9162 .52 Landscaping Except for those required parking facilities serving retail petroleum outlets, all required parking facilities shall include interior landscaping of not less than 2 percent of the area devoted to outdoor parking. Border plantings abutting a building, structure , sidewalk, wall or street shall not be considered interior landscaping. Where 20 or more required parking spaces exist on an outdoor lot, the 2 percent interior landscaping shall be so arranged as to emphasize visual attractiveness as viewed by the public from surrounding streets and walkways . Such land- scaping shall be maintained with an irrigation system permanently and completely installed, which delivers water to all landscaped areas . Except where determined infeasible by the Director, all interior areas of required outdoor parking facilities which are unused as a result of the parking design and which are directly visible from a public street or walkway shall be landscaped and maintained with an irrigation system permanently and completely installed, ' which delivers water directly to all landscaped areas . Such landscaping may be included in the computation of the 2 percent interior landscaping requirement. Where a required parking facility is located adjacent to a pub- lic street or walkway, there shall be a landscaped strip not less than 5 feet in width running parallel to and along the street or walkway, excluding space devoted to driveways and other access points . Within such landscaped strip, there shall be erected along its interior edge, to the satisfaction of the Director, a decorative masonry wall built to a height of 2 to 3 1/2 feet. The wall may exceed this height to a maximum of 6 feet, but shall not imaair vision by obscuring more than 10 percent of the area in the vertical plane above 3 1/2 feet. Such wall shall be tapered or eliminated within 3 feet of any driveway or access point in order to protect against damage from vehicular traffic. The landscaped strip shall be maintained with an irrigation system permanently and completely installed which delivers water directly to all land- scaped areas . Such landscaped strip shall not be included in the computation of the 2 percent interior landscaping requirement. Any area required to be landscaped by this section shall have a well-balanced automatic irrigation system designed by a landscape architect or person competent in landscape design and shall be ' operated by electrically timed controller stations set for early morning irrigation . Landscaping covering clayey soils and slope areas shall be equipped--. with low output sprinkler heads permitting Pace 210-cIrand No 78-4I" a slow water application rate . Prior to installing the irrigation system, the landscaped area shall be scarified and covered with a mixture of not less than four inches of topsoil (preferably native topsoil) in a quantity and type approved by the Director.
