The moratorium on rent increases and certain evictions relating to mobilehome spaces imposed by Ordinance No. 470U as amended by Ordinance No. 79-477U is hereby extended to and including November 19 , 1979 . Section 2. Section 6 of Ordinance No. 470U as amended by Ordinance No. 79-477U is hereby amended to read: This ordinance shall expire and terminate on November 20 , 1979 . Section 3. There exists in the City of Carson and the surrounding area a shortage of mobilehome spaces which has resulted in a low vacancy rate and rapidly rising space rents. The purchase of a mobilehome involves a substantial investment, and their relocation is expensive and difficult. Due to the foregoing, the City Council is reviewing and considering a proposed ordinance which would regulate the rents charged for mobilehome spaces and the permissible reasons for terminating or refusing to renew a tenancy in a mobilehome park. The existing moratorium on rent increases and certain evictions relating to mobilehome spaces will expire on August 21 , 1979 , The City Council needs additional time to carefully review and consider the proposed ordinance. Unless the moratorium is extended, substantial rent increases are likely to occur . Such increases would defeat the intent and purpose of the proposed ordinance and substantially impair its effective implementation. This ordinance affects the public peace, health, and safety and shall take effect immediately. PASSED, APPROVED AND ADOPTED this 30th day of JULY 1979 . MAYOR ATTEST: A r T CLERK ORD.
