HomeMy Public PortalAbout79-496 ORDINANCE NO. 79-496 AN ORDINANCE OF THE CITY OF CARSON ESTABLISHING THE DEPARTMENT OF FINANCE AND ADMINISTRATION AND AMENDING THE CARSON MUNICIPAL CODE THE CITY COUNCIL OF THE CITY OF CARSON DOES ORDAIN AS FOLLOWS: Section 1. Part C of Chapter 7 of the Carson Miffli4al Code is amended to read as follows: I. Department of Finance and Administration 2720 Department of Finance and Administration. There is hereby created and ablished a partment o Finance an istration. The Department of Finance and Administration shall be composed of the following divisions which shall consist of such personnel as may be authorized by the City Council. a. Accounting Division b. Purchasing and Central Services Division c. Systems Division d. Business License Administration Division 2721 Director of Finance and Administration. The Department of Finance and Administration shall be headed by a Director of Finance and Administra- tion who shall be appointed by the City Administrator with approval of the City Council. 2722 Transfer of Duties of City Clerk to the Director of Finance. a. The powers and duties imposed upon the City Clerk by Article I of Chapter 4, Part 2, Division 3, Title 4 of the Government Code of the State are hereby transferred to the Director of Finance in accordance with Section 37209 of the Government Code. b. The financial and accounting powers and duties imposed upon the City Clerk by Sections 40802 through 40805 of the Govern- ment Code of the State are hereby transferred to the Director of Finance, as authorized by Section 40805.5 of said Code. 2723 Duties of the Director of Finance and Administration. The Director of Finance and Admmistrati on s all e responsi le to t e City Administrator and shall perform the following duties in addition to those provided for in Section 2722. a. Serve as the administrative head of the Department of Finance and Administration and have direct charge of all City personnel assigned to the Department of Finance and Administration. b. Plan, organize, staff, direct and control all f mctions and operations of the Department of Finance and Administration, includ- ing but not limited to, the following duties: 1. Advise and assist the City Council, City Administrator, City Departments, and City Commissions on all matters relating to Finance and Administration. 2. Have charge of the administration of financial affairs of the City under the control of the City Administrator. 3. Cause to be taken on annual inventory of all stock and supplies on hand, belonging to the City, and maintain the accounting and stock records thereof. Ord. No. 79-496/Page 2 of 3 4. Direct the risk management program of the City and process all claims against the City filed pursuant to Calif. Government Code Section 905. 5. Develop, review, publish, and audit management systems, policies and procedures. Develop, implement and manage computer systems in support of City operations, and manage and operate the City computer equipment and facilities. Provide organization and operations research. 6. Enforce and administer the City licensing and franchise regulations including the collection of license and fran- chise fees. 7. Manage the central services including printing and repro- duction, communications, mail service, receptionist, and other services as required. 8. Be the accounting officer of the City and as such maintain a general accounting system and records that will readily reflect the financial condition of the City and prepare, or have prepared, for presentation to the City Administrator, financial statements and reports as will clearly show the financial standing of the City. 9. Be responsible for the preparation of all vouchers for payment, and preparation of the register of demands, along with the preparation and handling of the City payroll. 10. Audit and approve before payment all bills, invoices, pay- rolls, demands or charges against the City, and with the advice of the City Attorney, when necessary, determine the regularity, legality and correctness of all claims, demands or charges. 11. Serve as and perform the duties of Tax Collector as provided in the License Ordinance. 12. Perform all other duties as may be required by other ordi- nances and resolutions governing fiscal administration and exercise such powers as are necessarily incident to the above duties and powers or as may be assigned to him from time to time by the City Administrator. 2724 Director of Finance, Bond. The Director of Finance shall execute a bon to UM City similar to the financial bond of public officers, in conformity with the provisions of the Government Code of the State and Section 36518 thereof.
