HomeMy Public PortalAboutMIN-CC-2010-07-27MOAB CITY COUNCIL REGULAR MEETING July 27, 2010 The Moab City Council held its Regular Meeting on the above date in the Council Chambers of Moab City Offices, located at 217 East Center Street, Moab, Utah. Mayor Pro-tem Sarah Bauman called the Pre - Council Workshop to order at 6:35 PM. In attendance were Councilmembers Kyle Bailey, Kirstin Peterson and Gregg Stucki; City Manager Donna Metzler, City Recorder/Assistant City Manager Rachel Ellison, Planning Director Jeff Reinhart, Community Development Director David Olsen and City Treasurer Jennie Ross. Mayor Pro-tem Bauman called the Regular City Council Meeting to order at 7:00 PM and Councilmember Bailey led in the Pledge of Allegiance. Three (3) members of the audience and media were present. There were no minutes to approve. There were no Citizens to be Heard. Under Community Development Department Update, Community Development Director David Olsen stated that the Millcreek Drive Project was completed. An Engineering Department Update was not given. Under Planning Department Update, Planning Director Reinhart distributed a written report and photographs. A Police Department Update was not given. Public Works Department Update was not given. Councilmember Peterson moved to approve Proposed Resolution #15- 2010—A Resolution Regarding the Wastewater Planning Program. Councilmember Bailey seconded the motion. The motion carried 4-0 aye. Councilmember Stucki moved to approve Amendment #1 to the Subdivision Improvements Agreement for the Preserve Subdivision. Councilmember Peterson seconded the motion. The motion carried 3- 0 aye with Councilmember Bailey abstaining. Councilmember Stucki moved to approve a Revised Trust Deed for the Preserve Subdivision. Councilmember Peterson seconded the motion. The motion carried 3-0 aye with Councilmember Bailey abstaining. Councilmember Stucki moved to approve a Purchasing Exception for Straightline Contracting in the Amount of $28,184.00. Councilmember Peterson seconded the motion. The motion carried 4-0 aye by a roll - call -vote. Councilmember Peterson moved to approve a Request by Sara Hatathley for an Amplified Music Event at Old City Park to be Held on REGULAR MEETING & ATTENDANCE CALL TO ORDER APPROVAL OF MINUTES CITIZENS TO BE HEARD COMMUNITY DEVELOPMENT UPDATE ENGINEERING UPDATE PLANNING UPDATE POLICE UPDATE PUBLIC WORKS UPDATE PROPOSED RESOLUTION #15- 2010, APPROVED AMENDMENT #1 TO THE PRESERVE SUBDIVISION IMPROVEMENTS AGREEMENT, APPROVED REVISED TRUST DEED FOR THE PRESERVE SUBDIVISION, APPROVED PURCHASING EXCEPTION FOR STRAIGHTLINE CONTRACTING, APPROVED REQUEST TO USE OLD CITY PARK, APPROVED July 27, 2010 Page 1 of 2 July 26, 27, 29 and 30, 2010. Councilmember Stucki seconded the motion. The motion carried 4-0 aye. Councilmember Bailey moved to approve a Request by the Moab Music Festival for an Amplified Music Event at Old City Park to be Held on September 5 and 6, 2010. Councilmember Stucki seconded the motion. The motion carried 4-0 aye. Councilmember Peterson moved to approve a Request by the Canyonlands Rodeo Committee for a Refund of Special Event and Banner Fees in an Amount not to Exceed $145.00. Councilmember Stucki seconded the motion. The motion carried 4-0 aye by a roll -call - vote. There was no Correspondence to be Read. Under Administrative Report, City Manager Metzler stated that city staff had pulled together, was adapting and carrying the load for the absent engineer and public works director. City Manager Metzler then stated that the new engineer, Rebecca Andrus, would be starting the following Monday and that the Public Works Director job posting would close on July 30, 2010. City Manager Metzler then stated that the City had received 44 applications for the open position of Moab Arts and Recreation Center Director and that she had attended an Aquatic Center Meeting the previous Thursday. A Report on City/County Cooperation was not given. Under Mayor and Council Reports, Councilmember Stucki complimented city staff and stated that he liked the open sprinklers for the public at Swanny City Park during the absence of a pool.
