HomeMy Public PortalAbout09-05-19 AgendaSEPTEMBER 5, 2019 The Agenda Meeting of the Mayor and Council of the Borough of AGENDA MEETING Carteret, preceding the Regular Meeting September 19, 2019, was held September 5, 2019, 6:00 p.m. in the Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. The following were noted present: Mayor Daniel J. Reiman Councilmember Vincent Bellino " Jorge Diaz " Dennis DiMaseio " Ajmar Johal " Randy Krum " Susan Naples Also noted present were Carmela Pogorzelski, Acting Municipal Clerk and Robert J. Bergen, Esq., Law Director. ROLL CALL The Clerk stated that the 2019 Annual Meeting Notice was mailed to STATEMENT OF The Home New Tribune, The Star Ledger and posted on the bulletin MEETING NOTICE board on January 2, 2019. Notice was published in The Home News Tribune and The Star Ledger on January 7, 2019. The meeting was opened with a moment of silent prayer and the Pledge led by Mayor Reiman. Upon MMS &C by Councilmembers Diaz and Krum and unanimous affirmative vote of the full membership present, the minutes of August 22, 2019 were approved as transcribed and engrossed by the Clerk. A copy of each Resolution was placed on the table for public review and prior to the meeting in accordance with the Rules of Council and upon MMS &C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of the full membership present, the meeting was opened for public input on all Resolutions /Agenda items and new business. PRAYER, PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES PUBLIC PORTION RESOLUTIONS/ AGENDA ITEMS AND NEW BUSINESS SEPTEMBER 5, 2019 (continued) ELIZABETH DHANIE Elizabeth Dhanie thanked the mayor for taking care of the Rite Aid property. Mayor Reiman said there are still some property maintenance issues and there were six (6) court violations issued. He said he felt the property owner is letting the property go to hell. He asked Ms. Dhanie if she noticed the cones put on both sides of the property. Elizabeth Dhanie said there are no lights and it is very dark at night, the days are getting shorter, she said she sees groups of people hanging out there. Mayor Reiman said commercial businesses are required to have lights on during certain hours. He said the Law Director will reach out to the owner's attorney and realtor and said we may have to violate them on that. Elizabeth Dhanie said she appreciates everyone's help. NEERU BALA Neeru Bala said she has the same issue, she lives on the backside of Rite Aid, there are no lights. She said she has two small children ages 4 and 8 and her mother -in -law lives with them. He said she doesn't feel safe, there is broken glass on the property. Mayor Reiman said if you see someone there, call police they are trespassing and shouldn't be hanging out on any property. I-Ie said he will reach out. RUDY URBAN Rudy Urban asked about items 3 & 4, the corrective action plan and the NJDOT Local Freight Impact resolution. Mayor Reiman explained that the auditors review the finances and the departments. He said they found that a check was deposited 72 hours; they must be deposited in 48 hours once it is stamped in. He said it was just a policy issue. He said with regard to the NJDOT Local Freight Impact resolution, we applied for money for Industrial Highway two (2) years ago and didn't get it, we got $4 million this year to repave and reconstruct industrial highway and explained. I-Ie said the Local Freight Impact Fund allocates $50,000 a year and is distributed around the state for industrial roads. He said if we get the grant, we want to repave parts of Milik Street, parts of Bryla and Minue in West Carteret. He said they will raise the road 2 feet by the trestle because it floods there, the road dips because of the trestle. P SEPTEMBER 5, 2019 (continued) Rudy Urban asked if the Turnpike was continuing the Industrial Road hook -up from Wood Avenue in Linden to Carteret. Mayor Reiman said he doesn't believe we will see it in our lifetime and explained. He said someone is building 6 million square feet of industrial warehousing in Linden. He said the federal money is expired there were three or four pots of money that was spent in other places. He said he is not opposed to it, and said we will not take over or be having any responsibility with regard to it. He said discussions in the past were that Linden and Union County would own half of the bridge and Carteret and Middlesex County would own the other half. He reiterated that Carteret has no interest in this. There being no further comments or objections to the Resolutions /Agenda items or new business, upon MMS &C, by Cotimcilmembers DiMascio and Bellino and unanimous affirmative vote of the full membership present, the public portion of the meeting was closed. RESOLUTIONS: 1. Governing Body Certification of the Annual Audit. 2. Designating Roosevelt Carteret Associates, LLC as Redeveloper of Block 2701, Lots 14.04 & 14.05 and Authorizing the Borough to Enter into a Redevelopment Agreement with the Redeveloper. 3. Adopting Corrective Action Plan for 2018 Municipal Audit. 4. Professional Services, CME Associates, Re: NJDOT Fiscal Year 2020 Local Freight hnpact Fund. 5. Authorizing Emergency Sewer Repair Contract with B &W Construction. 6. Reinstating 2019 Rules of Council. Mayor Reiman asked for a motion on the Consent Agenda. Bellino, Diaz, Affirmative. Upon individual Roll Call Vote, Councilmembers DiMascio, Johal, Drum and Naples voted in the ADOPTED Upon MMS &C, by Councilmembers Diaz and DiMascio, all bills PAYMENT OF BILLS appearing on the prepared list, properly audited and signed were ordered to be paid. Upon individual Roll Call Vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Reports: REPORTS 1. Clerk's Office — August 2019 2. Inspection of Buildings — August 2019 Upon MMS &C, by Councilmembers Diaz and Naples and unanimous affirmative vote of the full membership present, all reports were ordered to be received and placed on file. Mayor Reiman acknowledged Commander Lisicki and said we don't MAYOR REIMAN have a check for the VFW today. Ile asked Taqualla Lowman to file a joint raffle application with the VFW and Charity Trust Fund for a New Year's Eve 50150. He said be hoped ticket sales through New Year's Eve would raise another $10,000 for the building renovations. Mayor Reiman asked the Councilmembers if they had anything to report: PUBLIC WORKS: Councilmember DiMascio stated progress. FIRE & DOMESTIC PREPAREDNESS: Councilmember Krum stated progress. POLICE & BOARD OF EDUCATION: Councilmember Naples stated progress. BUSINESS ADDED COMMITTEES 5 SEPTEMBER 5, 2019 (continued) FINANCE & ADMINISTRATION: Councilmember Diaz stated progress. PARKS, RECREATION & PUBLIC PROPERTY: Councilmember Bellino said the car show will be held on September 15 the Sunday before the charity carnival. BUILDINGS & GROUNDS: Councilmember Johal stated progress. Mayor Reiman said the carnival will continue on Sunday and Garden MAYOR REIIIVIAN State Radio Band will be performing. He said this Monday, September 9rh at 7 p.m. at the community center there will be a town hall meeting with regard to the proposed school project; $37 million referendum special election. He urged people to attend and to ask questions.
