AN ORDINANCE OF THE CITY OF CARSON
CONCERNING PUBLIC PARKS, AMENDING
THE CARSON MUNICIPAL CODE, AND
DECLARING THE URGENCY THEREOF
THE CITY COUNCIL OF THE CITY OF CARSON DOES ORDAIN AS FOLLOWS:
Section 1. Section 4137 is added to Chapter 1, Article IV
of the Carson Municipal Code as follows :
4131 . Park Hours No person shall enter or remain in any
park owned or operated by the City of Carson or County of
Los Angeles between the hours of 12 : 00 Midnight and 5 : 00 A.M.
This section shall not apply to officers or employees of the
City of Carson, County of Los Angeles , or Los Angeles County
Flood Control District when such employees or officers must
enter or remain in such a park in order to perform duties
attendant to such office or employment .
Section 2 . The City has no regulations governing the
hours parrs may be used. Persons have recently begun congregating
in parks during late evening and early morning, when the parks are
not supervised. These persons are often noisy, litter the parks ,
and on occasion engage in unlawful activities . This ordinance
will prohibit the use of parks from 12 : 00 Midnight to 5 : 00 A.M. ,
is necessary for the immediate preservation of the public peace,
safety, and general welfare, and shall take effect immediately
upon its adoption.

I, Helen S. Kawagoe, City Clerk of the City of Carson, California, do
hereby certify that the whole number of members of the City Council of said City
is five; that the foregoing ordinance, being Ordinance No. 81-57OU was duly
adopted by the City Council of said City on an urgency basis at a regular meeting
of said Council, duly and regularly held on the 6th day of July , 1981,
and that the same was passed and adopted by the following roll call vote:
