AN ORDINANCE OF THE CITY OF CARSON CHANGING
THE ZONING OF CERTAIN PROPERTIES AND
AMENDING THE CARSON MUNICIPAL CODE (ZONE CHANGE
CASE NO. 79-81)
THE CITY COUNCIL OF THE CITY OF CARSON DOES ORDAIN
AS FOLLOWS:
Section 1 . That certain property in the City of
Carson identified as Property 2 in the February 16, 1982 ,
Staff Report for Zone Change Case No. 79-81, attached hereto
as Exhibit A, and more particularly described in Exhibit B,
is hereby classified and zoned to the RM-12 (Residential ,
Multiple Dwelling-12 units per acre) zoned district.
Section 2. That certain property in the City of
Carson identified as Property 4 in the February 16 , 1982,
Staff Report for Zone Change Case No. 79-81, attached hereto
as Exhibit A, and more particularly described in Exhibit C,
is hereby classified and zoned to the ML (Manufacturing,
Light) zoned district.
Section 3. The Zoning Map of the City of Carson
as adopted by Section 9114. 1 of the Carson Municipal Code is
hereby amended by changing the classification of the
property referred to in Section 1 to RM-12 and by changing
the classification of the property referred to in Section 2
to ML, and said map shall have noted thereon "Amended to
March 15 , 1982.
Section 4. The City Clerk is directed to enter
the date of adoption of this ordinance in the appropriate
space in Section 3 hereinabove.

CASE NO. 79 - 81.

STATEMENT ON THE SUBJECT
On January 26 , 1982 , the Planning Commission considered Zone 'Change Case No.
79- 81, a proposal to rezone 42 properties throughout the City in order to
make the zoning consistent with recent amendments to -the Land Use Element of
the City's General Plan. The City Council will recall that on December 11 ,
1981', the Council adopted changes to the land- use designations of certain
properties. This action then set the stage for the rezoning of these pro-
perties . The rezoning is necessary because the California Government Code
(Section 65860) requires that zoning must be consistent with land use desig-
nations.
To correct the inconsistency between the General Plan .and zoning, Staff
offered for the Planning Commission ' s consideration a series of 42 zone
changes. The Commission favorably considered 37 of the 42 rezonings and
recommended that Council concur with their findings . The Commission deferred
action on five (5) sites , and for this reason the sequential numbering of pro-
perty descriptions and maps has five omissions . The sites are described belo�•:
and illustrated in a series of maps contained in Exhibit No. 1.
Property 1 : A 12 . 1- acre -site located at the southwest corner of Victoria
Street and Central Avenue. The existing zoning is MH (Manu-
facturing, Heavy) . The proposed zoning is ML (Manufacturing,
Light) .
Property 2 : - A 64 . 1- acre site located at the northeast corner of Central
Avenue and 190th Street. The existing zoning is MH (Manu-
facturing, Heavy) . The proposed zoning is RM- 12 (Residential,
Multiple Dwelling - 12 units per acre) .
P erty 3 : A 5 . 3- acre site located at the northwest corner of 190th
Street and Central Avenue. The existing zoning is M.`: (tpianu-
facturing, Heavy) . The proposed zoning is CN (Commercial ,
Neighborhood Center) .
Property 4 : A 247 . 4- acre site located at the southwest corner of Victoria
Street and Wilmington Avenue , generally bounded by Central
Avenue and 190th Street (except for Property 2) . The existing
zoning is MH (Manufacturing, Heavy) . The proposed zoning is
ML (Manufacturing, Light) .
Property 5 : A 7. 8-acre site located at the northeast corner of Main Street
and the Los Angeles City Department of Water and Power right-

Del Amo Boulevard extension between Main Street and the San
Diego Freeway. The existing zoning is RM- 8-D-ORL (Residential ,
Multiple Dwelling - 8 units per acre - Design Review - Organic
Refuse Landfill Overlay) . The proposed zoning is CR-D (Com-
mercial , Regional Center - Design Review) .
perty 7 : An approximately 63-acre land locked site located southerly
of the easterly Del Amo Boulevard extension , southwesterly,
of the San Diego Freeway and southeasterly of Main Street ,.
generally bounded by the Torrance Lateral Flood Control
Channel (except for Properties 8 and 9) . The existing zoning
is RM- 8-D-ORL (Residential, Multiple Dwelling - 8 units per
acre - Design Review - Organic Refuse Landfill Overlay) . The
proposed zoning is ML-D-ORL (Manufacturing, Light - Design
Review - Organic Refuse Landfill) .
Property 8 : An approximately 21- acre land locked site located directly
north and east of the Torrance Lateral Flood Control Channel
and south of the easterly extension of Torrance Bouelvard.
The existing zoning is RM- 8-D-ORL (Residential , Multiple Dwel-
ling - 8 units per acre - Design Review - Organic Refuse Land-
fill) . The proposed zoning is RM-25-D-ORL (Residential, Multi-
ple Dwelling - 25 units per acre - Design Review - Organic
Refuse Landfill Overlay) .
Property 9 : An approximately 54- acre land locked. site located south-
westerly of the San Diego Freeway and north of the Torrance
Lateral Flood Control Channel (except for Property 8) . The
existing zoning is RM- 8-D-ORL (Residential , Multiple Dwelling -
8 units per acre - Design Review - Organic Refuse Landfill
Overlay) . The proposed zoning is CR-D-ORL (Commercial,
.Regional Center - Design Overlay - Organic Refuse Landfill
Overlay) .
Property 10 : A 0. 7-acre site with frontage along 219th and 220th Streets ,
west of Avalon Boulevard, speci.fically 615 East 220th Street.
The existing zoning is CG-D (Commercial , General - Design
Review) . The proposed zoning is RM-25-D (Residential , Multiple
Dwelling - 25 units per acre - Design Review) .
Property 11 : A 0. 1- acre site located on the west side of Marbella Avenue ,
south of Sepulveda Boulevard, specifically 23917 South Marbella
Avenue. The existing zoning is RS (Residential, Single- family).
The proposed zoning is RM-6 (Residential, Multiple Dwelling -
6 units per acre) . -
P erty 12 : A 2. 2- acre site located at the northeast corner of Martin
and Carson Streets . The existing zoning is CG-D (Commercial ,
General - Design Review) . The proposed zoning is RM- 25-D
(Residential , Multiple Dwelling - 25 units per acre - Design
Review) .
Property 13 : A 4. 6- acre site located at the southeast corner of the'San
Diego Freeway and Main Street. The existing zoning is RM- 25-
D-ORL (Residential , Multiple Dwelling - 25 units per acre -
Design Review - Organic Refuse Landfill) . The proposed zoning
is CG-D-ORL (Commercial , General - Design Review - Organic
Refuse Landfill Overlay) .

Property 14 : A 40 . 3-acre site generally bounded by the San Diego Freeway ,
Main Street, and north of the City of Los Angeles Department
of Water and Power right- of-way (except for Properties 5 and
13) . The existing zoning is RM- 8-D-ORL (Residential Multiple
Dwelling - 8 units per acre - Design Review - Organic Refuse
Landfill Overlay) and RM-25-D-ORL (Residential , Multiple
Dwelling - 25 units per acre - Design Review - Ogranic Refuse
Landfill Overlay) . The proposed zoning is CG-D-ORL (Commercial ,
General - Design Review - Organic Refuse Landfill Overlay) .
loperty 15 : That portion of the Dominguez Flood Control Channel running
between Victoria Street and 223rd Street which has private
underlying fee interest. The existing zoning is undesignated.
The proposed zoning is ML (Manufacturing, Light) .
Property .17: A 3. 3-acre site located on the north side of Sepulveda
Boulevard between Avalon and Banning Boulevards , at approxi-
mately 627-641 East Sepulveda Boulevard. The existing zoning
is RM-25 (Residential , Multiple Dwelling - 25 units per acre)
and MH (Manufacturing, Heavy) . The proposed zoning is ML
(Manufacturing, ..Light) .
Property 19 : A 0. 7-acre site located on the western portion of a parcel
situated on the west side of Main Street between Carson and
214th Streets , (approximately 21525 Main Street) at the rear
of the present Alpha Beta Market. The existing zoning is RA
(Residential, Agricultural) . The proposed zoning is CG (Com-
mercial, General) .
Property 21 : That portion of the Los Angeles City Department of Water and
Power right- of-way between Francisco and Victoria Streets ,
west of Figueroa Street. The existing zoning is MH-D (Manu-
facturing, Heavy — Design Review) . The proposed zoning is
OS (Open Space) .
Property 22 : That portion of the Southern California Edison Company and
23 $ 24 the Los Angeles City Department of' Water and Power rights-of-
way located between the Dominguez Flood Control Channel on the
south and 168th Street on the north, just west of Avalon
Boulevard or running down the center median of Avalon
Boulevard. The existing zoning is CR-D (Commercial, Regional
Center - Design Review) and undesignated. The proposed
zoning is OS (Open Space) .

between 223rd Street and the southerly limits of the City.
The existing zoning is MH (Manufacturing, Heavy) and MH-ORL
(Manufacturing, Heavy - Organic Refuse Landfill Overlay) . The
proposed zoning is MH (Manufacturing, Heavy).
Property. =26 : An approximately 152-acre site bounded .by Walnut Street ,
Central Avenue , the Los Angeles City Department of Water and
Power right-of-way (on the north) , and a line running parallel
to and approximately 200 feet east of Avalon Boulevard. The
existing zoning is MH (Manufacturing, Heavy) . The proposed
zoning is ML (Manufacturing, Light) .

Central Avenue , Artesia Street and a line running parallel
to and approximately 200 feet east of Avalon Boulevard. The

just south of Artesia Boulevard. The existing zoning is OS

Property 42 : A 6. 1- acre elementary school site located on the west side
of Haskins Lane , between Acoma Drive and Tarrant Avenue. The
existing zoning is MH (Manufacturing, Heavy) and RS (Residential ,
Single-family) . The proposed zoning is RS (Residential, Single-
family) .
ENVIRONMENTAL ASSES.SMENT
The City Council will recall that an Environmental Impact Report was prepared
. for the Update and revision of the City's General Plan including all changes
to land use designations . The rezoning being proposed by Staff merely imple-
ments the General Plan amendments. Accordingly, a Negative Declaration
for Zone Change Case No. 79- 81 was prepared on January 11 , 1982 .
POLICY ISSUE
The City Council must consider . all proposed changes in zoning.
BUDGET IMPACT
Indeterminable. Rezoning of properties will affect property taxes which will
have an indirect City impact. Also , 'rezoning to a commercial district may
generate sales tax revenues if future development is retail oriented (vis- a-
vis office space) . Similarly, rezoning from a commercial district may result
in a potential loss of sales tax. This budget impact analysis , however, is
dependent upon many unknown variables . Staff conclusion is that the zone
changes will result in minimal fiscal impacts .
RECOMMENDATION
That the City Council concur with the recommendation of the Planning Commission
and favorably consider the proposed changes in zoning outlined in the .Staff
Re ort and instruct the City Attorney to prepare the necessary ordinance.
