HomeMy Public PortalAbout1999-12 Personal Policy and Procedure Manual" ORDINANCE 1999 -12 AN ORDINANCE AMENDING ORDINANCE 1997 -21, CITY OF GREENCASTLE, INDIANA PERSONNEL POLICY AND PROCEDURE MANUAL AND CREATING SECTION 3:18 City of Greencastle Electronic Information Systems Policy Electronic information systems, including computers, software, additional hardware. E-mail systems, and Internet access, are communications tools provided by City to assist employees in performing their job functions in an effective and efficient manner. Such systems are the property of the City and are intended for business, not personal, use. Employees have no right of privacy to any information or file maintained in or on the City's property or transmitted or stored through the City's electronic information systems or other technical resources. The City strives to maintain a workplace free of harassment and is sensitive to the diversity of its employees and citizens. Therefore, the City prohibits the use of its electronic information systems in ways that are unlawful, disruptive, offensive to others, or harmful to morale. For example, the display or transmission of images, messages, and cartoons that may offend others because of their sex, race, age, national origin, disability, or religion is prohibited. Such misuse includes, but is not limited to, ethnic or racial slurs, racial or sexual comments or jokes, or any " other communication that shows disrespect for others on the basis of sex, race, national origin, disability, religion or age. Employees should remember that when they are using the City's electronic information systems, they are creating City documents, which are the property of the City, by using the City's property. These documents are not private and may be read by other City employees and, under some circuinstances, by others outside the City's employ. Employees should also be aware that even though a message may be deleted from the system, a record of it may remain either on the daily backups of all data or in other ways. It is possible to re- create a "deleted" message. Therefore, ultimate privacy of messages cannot be assured to anyone. Access to Information A user's account or electronic information system ma be accessed by the City at anytime, for any reason without notice. Some of the reasons for access include, but are not limited to: During regular maintenance of the system When the City has a business need to access the employee's computer files; for example, if the employee is absent from the office and the supervisor has reason to believe that information relevant to the day's business is located in the computer's files. When the City receives a legal request to disclose electronic information. When the City has reason to believe that employees are using its electronic information systems or other technical resources in violation of the City's policies. When monitoring employee work flow or productivity. Because of the rapidly changing nature of the use of electronic information systems, this policy cannot lay down rules to cover every possible situation. instead, it expresses the City's philosophy and sets forth general principles to be applied to the use of electronic information systems and other technical resources. Where appropriate, this policy will be modified with appropriate notice. Confidential Information, Accounts and Passwords Information systems have many weaknesses with regard to security and confidentiality of information. Information which is considered private or confidential shall not be transferred through the Internet. Confidential information includes but is not limited to personnel information, passwords, and other system codes. Internet access, accounts, and passwords are to remain confidential. Users may not share Internet accounts unless otherwise established or approved by your supervisor. Employees are held responsible for all actions and activities attributable to their assigned accounts. Any inappropriate use of an employee's account could result in disciplinary action up to and including termination. Use of accounts City Internet accounts may be used for City business on networks or equipment other than those that are City - owned. For example, an employee may use his or her account on his or her personal computer at home; however, the account may be used for work - related business only. While using the City equipment, employees may not use Internet e -mail accounts other than those the City has approved. Computer viruses and security weaknesses Downloads or e-mail attachments from the Internet carry the risk of introducing viruses to your computer. When employees become aware of security weaknesses or unusual activity, either internal or external, employees must immediately report those weaknesses or concerns to their supervisor. Duplication of materials Users shall strictly observe all copyright laws. Unauthorized duplication or distribution of copyrighted software is strictly prohibited. This prohibition includes downloading unlicensed software from the Internet and/or installing it on City equipment. is " 0 Access authorization, implementation enforcement and administration Authorization for Internet access shall be granted on the basis of demonstrated need and only for those capabilities required. All authorization requests shall be in writing, shall state the intended purpose of access and shall be approved by the Mayor. Authorization shall be terminated promptly for employees no longer having the need for access. The Mayor is responsible for the implementation of this policy. Employees learning of any misuse of the City's electronic information systems or a violation of this policy must notify the City of such misuse or violation immediately. Violation of this policy may result in disciplinary action, up to and including termination. All records and access codes shall be kept, maintained and administered by the Clerk - Treasurer.
