Councilman Presents lie following Ordinance Seconded by Councilman
ORDINANCE OF THE BOROUGH OF CARTERET, IN THE COUNTY
OF MIDDLESEX, AMENDING THE REDEVELOPMENT PLAN FOR THE
COOKE AVENUE MIXED -USE REDEVELOPMENT AREA
WHEREAS, on April 10, 2014, the Borough Council (the "Borough Council ") of the
Borough of Carteret (the "Borough "), following the reconunendation of the Borough
Planning Board (the "Planning Board "), adopted resolution number 14 -71, designating
the properties identified as Block 6501, Lots 1, 2 and 18, and Block 6502, Lots 1, 2, 3, 4,
5, 6, 7, 8, 9, 10, 11, 12, 13, 14 & 15 on the tax map of the Borough (the "Cooke Avenue
Mixed -Use Redevelopment Area ") as an "area in need of redevelopment" under the
Local Redevelopment and Housing Law, N.J.S.A. 40A:12A -1 et seq. (the
"Redevelopment Law "); and
WHEREAS, on June 21, 2018, the Borough Council, following the recommendation of
the Planning Board, adopted resolution number 18 -128, additionally designating Block
6501, Lots 6, 7, 8, 16 & 17 on the lax map of the Borough as an "area in need of
redevelopment" to be part of the Cooke Avenue Mixed -Use Redevelopment Area under
the Redevelopment Law; and
WHEREAS, on May 15, 2014, following the findings and conclusions of the Planning
Board that a proposed Cooke Avenue Mixed -Use Redevelopment Plan prepared by
Beacon Planning and Consulting Services, LLC, ( "Beacon Planning "), dated April 2014,
(the "Redevelopment Plan ") was not inconsistent with the Borough's Master Plan or the
Master Plans of Woodbridge, Rahway or Linden, the Middlesex County Master Plan or
the State Development and Redevelopment Plan, and the Planning Board's
recommending the same for adoption, the Borough Council adopted ordinance number
14 -10 adopting the said Redevelopment Plan; and
WHEREAS, the Planning Board has now submitted to the Borough Council proposed
revision amendments prepared Beacon Planning, dated May 2019 and August 2019,
respectively, for the Borough Council's consideration for adoption and incorporation into
the aforesaid Redevelopment Plan; and
WHEREAS, the Borough Council finds that the aforesaid revision amendments to the
Redevelopment Plan will serve the best interests of the Borough and now desires to adopt
same.
NOW, THEREFORE, BE IT ORDAINED by the Mayor and Council of the Borough
of Carteret as follows:
1. The aforementioned recitals are incorporated herein as though fully set forth
at length.
2. The revision amendments to the Cooke Avenue Mixed -Use Redevelopment
Plan, dated May 2019 and August 2019, respectively, a copy of which are on
file with the Borough Clerk and which, now cumulatively, are incorporated
herein by reference, are hereby approved and adopted.
3. The sections of the Zoning Map of the Borough that relate to the Cooke
Avenue Mixed -Use Redevelopment Area as expanded are hereby amended to
incorporate the provisions of the Cooke Avenue Mixed -Use Redevelopment
Plan as hereby amended.

ORDINANCE 419 -21
ORDINANCE OF THE BOROUGH OF CARTERET, IN THE COUNTY
OF MIDDLESEX, AMENDING THE REDEVELOPMENT PLAN FOR THE
COOKE AVENUE MIXED -USE REDEVELOPMENT AREA
This ordinance amends the Redevelopment Plan for the Cooke Avenue
Mixed -Use Redevelopment Area by adding properties and modifying the
Bulk Standards in regards to height. The foregoing ordinance was intro-
duced at a meeting of the Council of the Borough of Carteret held August
22, 2019 when it was adopted on first reading. The said ordinance will be
further considered on second reading for final adoption at a meeting of
said Council of the Borough of Carteret on September 19, 2019 at approxi-
mately 6:00 P.M., Borough Hall /Council Chambers, 61 Cooke Avenue,
Carteret, New Jersey at which time and place all persons interested will be
given an opportunity to be heard.
