AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARSON
DECLARING A MORATORIUM ON THE DEVELOPMENT OF HOTELS AND
DECLARING THE URGENCY THEREOF
THE CITY COUNCIL OF THE CITY OF CARSON DOES ORDAIN AS FOLLOWS:
Section 1: Notwithstanding any provision of the Carson Municipal Code or other
ordinance of the City of Carson, no building permit, design review approval, or other
permit for the construction or development of hotels shall be issued and no application
plans therefor shall be accepted and no application or plans presently on file shall bether
processed or approved.
Section 2: This ordinance shall expire and terminate forty-five days (45) days
after the date of adoption hereof unless extended by the City Council, at a regularly
noticed public hearing.
Section 3: The development of motels has recently been proliferating. The
recent surge in motels and their impact upon surrounding residential and commercial
neighborhoods have placed into question the sufficiency of the City's zoning regulations
governing hotels and motels. An urgency Ordinance has been adopted placing a moratorium on
motels and the same moritorium should be adopted relating to hotels. The Planning
Commission intends to conduct studies to determine and establish permanent regulations
regarding hotels. The commercial zones presently lack adequate land use controls to ensure
that planned development of such uses will result therein. The construction of any
development that would conflict with future regulations would be detrimental to the welfare
of the community. Due to the foregoing circumstances, there is a current and immediate
threat to public health, safety and welfare. The issuance of building permits, design
review approval, or any other applicable entitlement for hotels under the zoning ordinance
would be detrimental to public health, safety, or welfare. Therefore, this ordinance is
necessary for the immediate preservation of the public peace, health, safety and welfare
and shall take immediately.

five; that the foregoing ordinance, being Ordinance No. 84-688U was duly and regularly
adopted by the City Council of said City on an urgency basis at a regular meeting of
said Council, duly and regularly held on the 21st day, of May, 1984, and that the same
was passed and adopted by the following roll call vote:
