The minutes of the meeting of April 4th and 21st were read and on motion of Councilman Walthour that they be adopted, seconded by Mr. Espy and the motion passed. The Mayor informed Council that he had been in camunication with Mr. Foss of the Savannah Electric Co., with the view to have the S. E. The Assessment Committee made its report as following, and on motion of Mr. Walthour that it be adopted and seconded by Mr. Espy, the motion passed. REPORT OF THE ASSESSMENT COMMITTEE ON HEARING PETITIOBS FOR REDUCTIONS OF ASSESSMENTS FOR THE YEAR COMMENCING MAY 1, 1932. The Assessment Committee composed of Councilman Cann, who acted as Chairman in the absence of Chairman Brooks who is illy and Councilman Logan met on April 21, 1932 to hear the petitions of those property owners protesting against the assessments on their property. Those appearing being, Mrs. K. A. Huggins, Mr. Abram Minis, Attorney for Miss Maria Minis, Dr. F. E. Johnston and r. and Mrs. S. F. Smith, the petitioners were heard and excused, the Committee then went into session, and after taking into consideration each of the petitions, recommends to Council that the assessments on the property of Miss Minis and Dr. Johnston* not be changed., the assessments on section 2- 3-4-of lot 14 -ward 1, the property of Mr. and Mrs. Smith be reduced to $2723.50, that lot 15 ward 1, the property of Mrs. Minnie 3. Smith be reduced. to $ $ also that the assessments on the property of Mrs. K. A. Huggins be reduced to $1254.50. The budget for the year commencing May 1, 1932 was read and on motion of Mr. Cann that the following ordinance relating to the budget be adopted, seconded by Mr. althour and the motion passed. BUDGET ORDINANCE AN ORDINANCE to be entitled an Ordinance to adopt the Budget for the fiscal year commencing May 1, 1932, as prepared and submitted by th Finance Committee of the May or and Councilmen of Savannah Beach, Tybee Island, Ga., and for other purposes. Section 1. Be • it ordained by the Mayor and Councilmen of Savannah Beach, Tybee Island, Ga., in meeting assembled that the attached budget, which is hereby made a part hereof, as prepared by the Finance Committee of the Mayor and Councilmen of Savannah Beach, Tybee Island, Ga., far the fiscal year commencing May 1, 1932, be and the same is hereby adopted. Section 2. Be it further ordained that all Ordinances or parts of Ordinances thereof in.eonflict herewith be and the same are hereby repealed. The Assessment Committee through Chairman Brooks made its report for the fiscal year 1932 which is as follows: Real Estate improvements Acreage Total 1,3i9,19a.41 768,339.00 6,294.00 $2,.293,825.41 On motion of Mr. Walthour that the following resolution be adopted seconded by Mr. Espy, the motion passed. RESOLUTION 1 RESOLVES that the report of the Committee on Assessments of valuations of Real .state and Improvements thereon in Savannah Beach,. Tybee Island, Ga., for the year commencing May 1, 1933, be received and the valuation as thereon assessed be adopted as the basis of Assessments for taxation of Real Estate and Improvements in said Savannah Beach, Tybee Island, Ga., for the year ending April 30, 1933. As some of the property owners in the vicinity of the Strand and 16th streets had requested permission to lay sidewalks in front of their property, it was decided on motion of Mr. Cann seconded by Kr. Logan to permit this to be done and the following Ordinance was adopted and passed. ORDINANCE AN ORDINANCE: to provide for the laying of sidewalks upon that portion of Savannah Beach, Tybee Island, Ga., known as 16th street and extended from Butler avenue eastwardly to the Strand and thence southwardly along the strand to 17th street, and for oth=r purposes. 1. BE IT ORDAINED by the Mayor and Councilmen of Savannah Beach, Tybee Island, Ga., a municipal corporation under the laws of Georgia, in council assembled, that the property owners be, and they are hereby authorized and permitted to construct and maintain at their Isole cost and expense a sidewalk or sidewalks adjacent to the property owned by such property owners, on either or both sides of 16th street from Butler avenue to the Strand and the intersection of the Strand and along the western side of said Strand to 17th street. 2 BE IT FURTHER ORDAINED by the authority aforesaid that laid sidewalks or sidewalks shall be constructed and maintained under the _supervision and approval of the building inspector of Savannah Beach, Tybee Island, and shall be five 5) feet in width, including the curbing upon the outside, or street side, of st .sidewalk or sidewalks. Said didewalk or sidewalks and curbing shall be of material other than wood and shall be so constructed and maintained as at all times to shed water. 3 BE IT FURTHER ORDAINED by the authority aforesaid that the meaning of the language in the preceding paragraph that said side- walk or sidewalks shall be constructed in a manner approved by the building inspector of said town, shall mean that the plans and specifics- tions for said sidewalk or sidewalks shall be submitted to and changed by said Building Inspector, if deemed necessary, and said plans and specifications shall be so made that sidewalk or sidewalks shall not dis- charge rain water upon the property of adjacent land owners. 4 BE IT FURTHER ORDAINED by the authority aforesaid that Savannah Beach, Tybee Island, shall be wholly whithout cost in the con- struction or maintainance of said sidewalk or sidewalks and that all such expenses shall be borne entirely by the adjacent land owners, and in the event that said sidewalk or sidewalks shall be in need of repairs, and the adjacent`, property owner shall fail to repair the same upon (3) three days written notice, then Savannah Beach, Tybee Island, shall have the right to repair the same at the cost of said adjacent property owner, and upon his failure to pay the cost, after five (5 days written notice after the completion of the repairs, the Clerk of Council of Savannah Beach, Tybee Island, shall then or at any time thereafter issue execu- tion for said cost to be levied upon the property of the adjacent land owner and sale under said execution to be had under said levy in accord- ance with the charter provisions of Savannah Beach, Tybee Island. 5 BE IT FURTHER ORDAINED by the authority aforesaid thati all ordinances or parts thereof in conflict herewith be and the same are hereby repealed. The tax ordinance was presented and on motion of Mr. Cann that the following ordinance relating to taxes and licenses for the year commen- cing May 1, 1932, be adopted, seconded by ar. 9Palthour and passed. TAX. ORDINANCE. TO PROVIDE for the taxation Of real and personal property in the Town of Savannah Beach, Tybee Island, Ga., for the fiscal year commencing IMay 1, 193a, and to provide for the rate of licenses for doing business in said Town of Savannah Beach, Tybee Island, Ga., for the fiscal year ending April 30, 1933, and for other purposes. SECTION 1. Be it ordained by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, Ga., in Council assembled and is hereby ordained by the authority of the same that the rate of taxation upon Real Estate and personal psoperty within the limits of the said town 10 of Savannah Brach, Tybee Island, Ga., for the fiscal year commencing May 1, 1932, shall be one AND q ARTER PERK -CENT UPON the assessed or returned slug of same, the value of real estate and improvements to be ascertained from the returns of the committee an Assessments of said Mayor and Councilmen- and the valuation of personal property to be ascertained from the returns of the owners thereof in pursuance of the scheme and plan contained in Section One, Two, and Three and Four, de the Ordinance to provide for the assessment of taxable property in the Town of Savannah Beach, Tybee Island, Ga., and the mode of valuing such property for taxation and to carry into effect the provisions of the Act of the General Assembly of the State of Georgia approved. August 19, 1922, Section 21, passed in Council assembled October 1a, 1922, and it is further ordained that if any person or persons should refuse or neglect to pay any tax required by this Ordinance within Thirty days after same shall become due, or shall fail or refuse to pay any DOUBLE TAX assessed as above within THIRTY DAYS after same shall become due,. the Clerk of Council as Ex- officio Treasurer of said Town of -Savanah Beach, shall issue executions therefor and the further sum of ONE DOLLAR for costs, the Chief of Police and Ex- officio Tax Collector shall proceed with such executions in the manner as now provided by the law in such cases of execution lodged within the Sheriff of Chatham County. SECTION 2. Be it further ordained that any property, including new improvements upon completion and installation, will become after may 1, 1932 and shall be subject to taxation from the first day of the month immediately succeeding the time w ten the same becomes taxable and the owner or owners shall pay such proportion of the tax required by this Ordinance as the time left for the taxable year shall bear to the whole. SECTION A. And every person who shall pay his taxes within FIFTEEN DAYS after same shall become duw shall be entitled to a de- duction of TWENTY t'ER -CENT on account, thereof, and the Clerk of Council and Ex- officio Treasurer of said Town hereby authorixed to make such de- duction upon receipt of tax, the provision of this section shall not apply to licenses for doing business in said Town, the rate for such licenses being NET. SECTION 4. The licenses for doing business in the Town of Savannah Beach, Tybee Island, Ga., for the fiscal year ending April 30, 1933, shall be as follows: LICENSES FOR TRANSACTING BUSINESS IN THE TOWN OF SAVANNAH BEACH, TYBEE ISLAND, FOR THE YEAR 19324 ALL LICENSES ARE- NET, DISCOUNTS DO NOT APPLY. In the event any business or calling not specifically Imentioned in the above list set forth shall be established in; :the Town of Savannah Beach, Tybee Island, Ga., the Mayor and Councilmen reserve the right to establish a license fee for same by resolution which fee is to be or equal degnity as the licenses mentioned in the above section, provided however that such licenses shall not be less than TWO DOLLARS -FIFTY CENTS and not more than the sum of ONE HUNDRED DOLLARS. 1 1 13 SECTION 6. This Ordinance shall be subject to alterations or repeal in whole or in part at any time during the year beginning May 1, 1932, should it be deemed advisable and no such amendment or re- real shall be construed to impair the right of Council to assess or levy tax for the whole- year whenever made. SECTION 7. All Ordinances or parts of ordinances conflicting with the provision of this ordinance are hereby repealed, providing nevertheless that so much and such parts of ordinances passes as pro- vided for the execution for any tax assessment, or part of tax assessment, required by such ordinance and now remaining unpaid, shall continue and remain in force so as to authorize the Clerk of Council and Ex- officio Treasurer to issue executions and the Chief of Police and Ex- officio Tax Collector to collect same, until taxes or assessments shall be fully paid. The Mayor asked that a resolution be adopted confirming the acceptance of the several streets, lanes, roads and alleys in Venetian Terrace, Mr. Cann made amotion that the following resolutions be passed, seconded by Mr. Egpy and the motion carried. RESOLVED by the Mayor and Councilmen of Savannah Beach, Tybee Island, Georgia, at a regularly called meeting, at which meeting more than two - thirds of all the Councilmen were present and all voting in the affirmative, that the Town of Savannah Beach, Tybee Island, be confirmed in its purchase of the streets, lanes, roads and alleys in that portion of Savannah Beach, Tybee Island, known as Venetian Terrace, and that it appearing that in addition to the interest pf the Tybee Beach Company in said Venetian Terrace, there are other interests in said streets, lanes, roads and alleys in said territory, to -wit, the interest of the Gobe Dreding Company and that of Grover A. Paulsen and Louisa M. Logan. BE IT FURTHER RESOLVED that the interest of each of the above named parties, as well as that of the Tybee Beach Company, shall in consideration of the conveyance by them do the Town of Savannah Beach, Tybee Island, of their interests in the streets, lanes roads and alleys in said area, that the property owned by said Tybee Beach Company, Globe Dreding Company, Grover A. Paulsen and Louisa M. Logan in said Venetian Terrace shall be assessed for municipal taxes at the present valuation for a period of ten (10) years immediately succeeding the date of this resolution, provided, however, that said assessed value shall apply only to the property of said Tybee Beach Company, G &obe Dredging Company, Grover A. Paulsen and Louisa M. Logan in said Venetian Terrace remaining unsold and un_eor- veyed by them during this period. Pia 15 1
