AN ORDINANCE OF THE CITY OF CARSON
ESTABLISHING A PUBLIC WORKS COMMITTEE AND
AMENDING THE CARSON MUNICIPAL CODE
THE CITY COUNCIL OF THE CITY OF CARSON DOES ORDAIN:
Section 1. Chapter 7 of Article II of the Carson
Municipal Code is amended by adding Part L to read:
L. PUBLIC WORKS COMMITTEE
2798. 1 Public Works Committee Established. There is hereby
established a Public Works Committee. Said Public Works
Committee may be known and referred to as the "Carson Public
Works Committee, " or as the "Public Works Committee. "
2798.2 Members. The Public Works Committee shall consist of
seven (7) members each of whom shall be appointed by the Mayor,
effective upon ratification by the City Council. The tenure of
any member of the Public Works Committee may be terminated at any
time by the Mayor with an affirmative vote of a majority of the
entire City Council. One member of the Committee shall be a
traffic safety or insurance professional and one member shall be
a traffic or transportation professional. Each member shall be a
person having interest, experience or ability in construction,
transportation, traffic or circulation areas to ensure that
traffic, vehicle parking, bikeways, and transportation systems
and other city facilities are regulated and constructed in a
manner to best insure the safety and welfare of the public.
Subject to the provisions of this Section, two members shall be
appointed for an initial term of one year, two members shall be
appointed for an initial term of two years, and three members
shall be appointed for an initial term of three years. There-
after, all appointments shall be for a term of three years. The
term of office for each Public Works Committee member shall
continue to and include June 30 of the year in which said term
shall expire, and thereafter until a successor has been appointed
for the member whose term is expiring. Should any vacancy exist
on the Public Works Committee, an appointment shall be made in
dike manner for the unexpired portion of the term. The Director
of Public Works, the Traffic Engineer, and the City Administrator
shall serve as ex-officio members of the Public Works Committee.
2798. 3 Regular Meetings. The Public Works Committee shall
hold at least one regular meeting in each month at such time and
place as designated in the Rules and Regulations of the Commit-
tee. Regular meetings may be adjourned by public announcement to
a specified date, time and place, and any such adjourned meeting
shall be deemed a regular meeting. All meetings shall be open to
the public. A majority of the members shall constitute a quorum.
2798.4 Absence from Meetings. If a member is absent from
three (3) consecutive regular meetings without being excused by
the Committee, or is absent for any reason from more than six (6)
regular meetings in any period of twelve (12) months, the office
of such member shall be vacated and the Chair shall immediately
notify the City Administrator who shall notify the City Council
that said office is vacant. Upon such notification, a successor
for the remainder of the term of such member shall be appointed
by the Mayor effective upon ratification by the City Council.
2798.5 Organization and Records. The Public Works Committee
shall elect a Chair, a Vice-Chair, and a Secretary from among its
members at its first regular meeting in July of each year. The
Committee shall adopt rules and regulations for the transaction
of its business and shall cause proper records to be kept of all
its official acts and proceedings including minutes, resolutions,
actions, findings, and determinations. Minutes, resolutions, and
recommendations shall be filed with the City Clerk with copies to
the City Administrator, who shall cause appropriate reports to be
made to the City Council.
2798. 6 Duties. The Public Works Committee shall have the
following duties:
To act in an advisory capacity to the City Council in
matters pertaining to the following:
(a) Capital Improvement Program formulation and review,
including deficiency and feasibility reports, project
priorities and capital improvement reports.
(b) Activities within the public rights-of-way which are
not subject to administrative permit procedure,
including encroachments and undergrounding of
utilities.
(c) Traffic management, including matters germane to
traffic circulation, regulatory traffic control
devices which require action by City Council or
Planning Commission, special traffic and parking
studies, temporary street closures and the proposed use
of Proposition A Local Return Funds.
(d) Environmental enhancement and beautification, including
design review for aesthetic evaluation of landscaped
median improvement projects within the public
right-of-way.
2798.7 Compensation and Expenses. All members of the Public
Works Committee shall serve without compensation.
The City Council may from time to time authorize, in
advance, expenditures for attendance at seminars, institutes, or
other meetings which the City Council finds to be beneficial to
the members in the performance of their duties and in the best
interests of the City. Claims for such expenses shall be filed
with the Finance Director and are subject to audit and approval
by the City Council.

hereby certify that the whole number of members of the City Council of said City is
four; that the foregoing ordinance, being Ordinance No. 88-858 passed first reading
on December 20, 1988, was duly and regularly adopted by the City Council of said
City at a regular meeting of said Council, duly and regularly held on the 3rd
day, of January , 19 89 , and that the same was passed and adopted by the
following roll call vote:
