The Regular Meeting of the Mayor and Council of the Borough of COUNCIL MEETING
Carteret was called to order by Mayor Daniel J. Reiman at
approximately 6:00 p.m. on Thursday, September 19, 2019, in the
Council Chambers, Memorial Municipal Building, 61 Cooke Avenue,
Carteret, New Jersey.
Upon individual roll call, the following were noted present:
Councilmember Jorge Diaz
" Dennis DiMaseio
" Ajmar Johal
Randy Krum
" Susan Naples
Noted Absent was Councilmember Vincent Bellino.
Also noted present were Carmela Pogorzelski, Acting Municipal Clerk
and Robert J. Bergen, Esq., Law Director.
The meeting was opened with a moment of Silent Prayer and The
Pledge of Allegiance led by Councilmember Krum.
The Clerk stated that the 2019 Annual Meeting Notice was mailed to
The Home News Tribune, The Star Ledger and posted on the bulletin
board on January 2, 2019. Notice was published in The Home News
Tribune and The Star Ledger on January 7, 2019.
Upon MMS &C, by Councilmembers Diaz and Krum and unanimous
affirmative vote of the five (5) Councilmembers present, the minutes
of September 5, 2019 were approved as transcribed and engrossed by
the Clerk.
The Clerk stated that Ordinance #19 -20 was introduced and adopted
on First Reading at a meeting of the Mayor and Council held on
August 22, 2019. It was duly published in the Star Ledger on
September 4, 2019, with notice that it will be considered for final
passage after Public Hearing to held on September 19, 2019 at
approximately 6:00 p.m. The Ordinance was posted on the bulletin

COUNCILMEMBER Councilmember DiMascio asked if there were any captains.

Mayor Reiman said this codifies what has been in place for the last 10
MAYOR REIMAN years. He said the career chief is always in charge, if he isn't there, the
volunteer chief is in charge, then career captain, if there are any, right
now there aren't any captains. He continued, next in charge would be
career lieutenant, volunteer lieutenant. He said at one point the
volunteer company was solely in charge at a fire scene, then it was
solely the career fire department in charge. Ile said the Ordinance is
complete rank structure, the Ordinance doesn't call for captains but
down the line we may want to appoint career captains, he said it is
done by rank and changed ten years ago.
HEARING CLOSED There being no further comments or objections to the Ordinance, the
Mayor declared the Public Hearing to be closed. Upon MMS &C, by
Councilmembers Diaz and DiMascio and unanimous affirmative vote
of the five (5) Councilmembers present.

A copy of each Resolution was placed on the table for public review
prior to the meeting in accordance with the Rules of Council and upon
MMS &C, by Councilmembers Diaz and Naples and unanimous
affirmative vote of the five (5) Councilmembers present, the meeting
was opened for public input on all Resolutions /Agenda items and new
business.
Mayor Reiman said with regard to Resolution #19 -155, this is to get
rid of savage equipment, old Borough vehicles and other Borough
assets. He said with regard to Resolution #19 -157, Joy Johnson is
leaving at the end of the month, she has been the municipal prosecutor
for ten years. He said she will be going to the Authorities Unit of the
Governor's Office in Trenton as Deputy AG and he will be appointing
Joseph M. DeCotiis, Jr.
There being no further comments or objections to the
Resolutions /Agenda items or new business, upon MMS &C, by
Councilmembers Diaz and Naples and unanimous affirmative vote of
the five (5) Councilmembers present, the meeting was closed.

ordered to be paid. Upon individual Roll Call Vote, Councilmembers
Diaz, DiMascio, Jobal, Krum and Naples voted in the affirmative.
Councilmember Bellino was noted absent.
Mayor Reiman reminded everyone that tonight was the kick off of the
four day music festival /carnival. He asked if the council had anything
to report and after hearing none, he reported progress.
There being no further comments or discussion, upon MMS &C, by
Councilmembers Diaz and Johal and unanimous affirmative vote of
the five (5) Councilmembers present, the meeting was adjourned at
approximately 6:05 p.m.
