AN ORDINANCE OF THE CITY OF CARSON AMENDING
THE CARSON MUNICIPAL CODE PERTAINING TO
TEMPORARY STANDS FOR THE SALE OF FIREWORKS
AND DECLARING THE URGENCY THEREOF
THE CITY COUNCIL OF THE CITY OF CARSON DOES ORDAIN AS FOLLOWS:
Section 1. Section 3101.6, Paragraph (c) of the Carson Municipal Code
which now reads:
"Regulations for Temporary stands. All temporary stands for the sale
of fireworks shall be located, maintained and operated subject to the following
provisions:
(c) No fireworks stand shall be located within a "residential zone"
is hereby amended to read:
"Regulations for Temporary stands. All temporary stands for the sale
of fireworks shall be located, maintained and operated subject to the following
provisions:
(c) No fireworks stand shall be located within a residential zone
except in those circumstances where the City Council finds
and determines that the presence of a fireworks stand will
not be detrimental to the surrounding residential neighborhood."
Section 2. This Ordinance shall expire and terminate on July 4, 1991.
Section 3. There exists within the City of Carson a limited number of
suitable locations for the sale of fireworks. Many non-profit community
organizations have planned for and applied for permits to operate fireworks
stands in order to raise money for the community projects. Some of these
organizations do not have suitable approved locations for such stands because
the Business License Department under present regulations cannot issue permits
for fireworks stands in residential areas. This ordinance will permit the City
Council to allow such stands in residential areas if the Council finds and
determines that such stands will not be detrimental or hazardous to the
surrounding areas. This ordinance is therefore necessary for the public peace
and safety, is an urgency ordinance and shall take effect immediately.

the whole number of members of the City Council of said City is five; that the foregoing ordinance,
being Ordinance No. 91-938U was duly and regularly adopted by the City Council of said City on
an urgency basis at a regular meeting of said Council, duly held on the 4th day of June, 1991, and
that the same was passed and adopted by the following roll call vote:
