The proposal from CME Associates for engineering services related to the Carteret Marina — Phase III, Construction Administration, at a total cost not to exceed $125,000.00 is hereby approved. 2. This action is approved as an award of a professional services contract pursuant to N.J.S.A 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 3. A copy of this Resolution be forwarded to the Borough's Purchasing Department, the Borough Director of Engineering and CME Associates. This proposal outlines the scope and costs of services necessary for CME Associates to provide construction administration services to ensure the timely and successful completion of Phase III of the Carteret Waterfront Marina. With this in mind, we offer the following scope of services: Construction Administration Phase Services Phase III was awarded in July 2019 to Black Rock Enterprises in the amount of $2,721,433.51. The scope includes approximately 140 parking spaces (inclusive of the southern portion of the parking lot and an anticipated parking easement along the existing warehouse on Lot 2), retaining walls, filling the site and leveling a pad for the future building, reconstruction of the stamped asphalt walkway between the two pedestrian bridges, construction of a volleyball court, curbing, sidewalks, site lighting and landscaping, utility stubs, an additional marina access pier and gangway, and all stormwater improvements for the site. In this phase, the northern half of the parking lot would also be base paved in anticipation of being used for a staging and lay down area for construction of the Events Center. The work under this task will include the following for each of the aspects of the project with CME serving in a supporting role to the Events Center's construction manager: 1. Revise the construction plans for the additional parking area to the west of the project site and the additional gangway. 2. Coordinate and attend the pre- construction meeting; 3. Review initial submissions including: a. Contracts and Insurance documents; b. Schedule of Values; c. Construction Baseline Schedule; and, d. Shop Drawings 4. Perform daily oversight of the improvements; 5. Attend project status meetings; 6. Provide responses to requests for information (RFI's) from the contractor and provide design related services on an as- needed basis; 7. Prepare Pay Estimates, 8. Prepare contractor punch lists; and, 9. Any services outside the scope of this proposal will be considered extra and will be invoiced on an hourly basis in accordance with the enclosed rate schedule or a mutually agreed upon fixed fee.
