AN INTERIM ZONING ORDINANCE OF THE CITY OF
CARSON DECLARING A MORATORIUM ON THE
EXPANSION OR ESTABLISHMENT OF CERTAIN TRUCK-
RELATED USES WITHIN 100 FEET OF RS
(RESIDENTIAL, SINGLE-FAMILY) ZONED PROPERTY
AND DECLARING THE URGENCY THEREOF.
THE CITY COUNCIL OF THE CITY OF CARSON DOES ORDAIN AS FOLLOWS:
Section 1. Notwithstanding any other ordinance or
provision of the Carson Municipal Code, no person shall expand or
establish, and the City of Carson shall not accept or approve
applications for business licenses, building permits, variances,
conditional use permits, subdivision maps or other entitlements
to expand or establish, the following uses when located within
100 feet, as measured from lot line to lot line, of any RS
(Residential, Single-Family) zoned property:
(a) Truck terminals and truck yards, as defined in
Section 9191. 698 of the Carson Municipal Code;
(b) Businesses which have warehouses containing more
than three (3) loading docks;
(c) Businesses which involve on-site truck-related
operations such as distributors, freight forwarders, transporters
or similar truck-related uses.
Section 2. The moratorium established in Section 1,
above, shall not apply to construction of structures for which
all permits have been obtained as of the effective date of this
.rdinance.
Section 3. This Ordinance shall expire and terminate
forty-five (45) days after the date of adoption hereof unless
extended by the City Council, at a regularly noticed public
hearing. Such a public hearing is hereby called and shall be
held before the City Council on Tuesday, May 19, 1992 at 6:00
p.m. at the regularly scheduled meeting of the City Council.
Section 4. There exists within the City of Carson
certain truck-related operations, such as truck terminals, truck
yards, distributors, freight forwarders, transporters, and
warehouses which have more than 3 loading docks, which are in
close proximity to RS (Residential, Single-Family) zoned
property. Such uses involve intense trucking operations which
create significant noise, dust and traffic in the vicinity. When
such truck-related operations are located within 100 feet of
single-family residential property as measured from lot line to
lot line, the .residents are adversely affected by the noise,
dust, traffic and blight created by the nearby truck operations.
Under the present Carson Zoning Ordinance, such uses are
automatically permitted anywhere within ML and MH zones. The
City is currently undertaking studies to develop standards for
such truck-related uses in a manner which will protect
neighboring properties while permitting said uses to operate
within the City. This Ordinance will prevent the expansion or
creation of certain truck-related uses on property located within
100 feet of RS (Residential, Single-Family) zoned property, as
measured from lot line to lot line, pending review of appropriate
zoning provisions by the City. Due to the foregoing
circumstances, there is a current and immediate threat to public

health, safety and welfare. Therefore, this ordinance is
necessary for the immediate preservation of the public health,
safety and welfare and shall take effect immediately.
