Immediately after the adjourment of the old board the mayor called the new board to order, those present being Mayor Gamble who pre- sided and Councilmen Harry Y. Righton, Raymond M. Demere,bam Blumenthal, William G. Logan, J. Ferris C.nn, Mr. W. Brooks was absent on account of Illness, Town Attorney McIntire, Mr. George W. Tiedeman and W. S. Macfeely of. the County Commissioners. Mr. Tiedeman administered the following oath:. to Mayor Gamble, OATH I, Thomas Gamble do solemnly swear that I will faithfully and honestly perform the duties of Mayor of the Town of Savannah Beach, Tybee Island, Ga., to the best of my skill and ability without favor or affection, SO HELP ME GOD. Mr. Tiedeman then administered the following oaths to Councilmen Righton, Demere, Blumenthal, Logan and Cann. OATHS I, Harry Y. Righton, Raymond M. Demere, Sam Blumenthal, William G. Logan and I4 Ferris Cann, do solemnly swear that I will faithfully and honestly perform the dut Councilman of the Town of Savannah Beach, Tybeelslan the best of my, skill and ability without fax .; o HELP ME GOD. A/r! Councilman Brooks not being present did not receive j` e oath. The Mayor thanked Mr. Tiedeman for attending the meeting to swear in the different officers and also said that he wished to thank Mr. Tiedeman and the County Commissioners for their constant co- operation, it always responded when called upon and always showed a spirit to help whenever possible - - -Mr. Tiedeman in turn thanked Council in the name of the Commissioners and said he felt that the co- operation given by the County was appreciated and that the Commissioners would continue to help whenever possible. Mr. Demere( nominated Mr. Cann for chairman of Council, this was seconded by Mr. Logan, and the motion passed unaminiously. 19 20 Mr. Blumenthal nominated Mr. Logan as vice- chairman of Council, this was seconded by Mr. Demere and the motion passed unaminiously. The salary of the Recorder as shown in the budget is $600.00 per annum, Mr. Blumenthal said it should be reduced, Mr. Logan made a motion that the Recorders salary be $600.00 per annum as it is now, this was seconded by Mr. Demere and motion passed unaminiously. Applications for the position of Recorder were had from Andrew J. Ryan Jr._, Frank H. O'Connor and Orrie S. Bright, it was decided that a vote be taken on this, ballots were distributed, which when collected and checked showed Mr. Bright the unanianitius choice of Council_ for the position of Recorder. The salary of the Clerk of Council and Treasurer was fixed at $1800.00 per year, Mr. Cann made a motion that the Clerk be paid $1800.00 per year, this was seconded by Mr. Demere and the motion passed unaminiously. Mr. Cann nominated Henry M. Buckley for the position. of Clerk of Council and ex- officio Treasurer, this was seconded by Mr. Demere and the motion passed unaminiously. The saLlary of the supervisor of life-guards was fixed at 3200.00 per annum, on motion of Mr. Righton seconded by Mr. Blumenthal and passed unaminionply. Mr. Cann made a 'motion that Henry M. Buckley be confirmed as supervisor of life - guards, this was seconded by Mr. Demere and the motion passed unanj ousiy. The salary of Chief of Police and ex- officio Tam Collector at $138.0.00 per annum on motion of Mr. Cann, this was seconded by Mr. Logan and passed unamii *ously. Mr. Cann made a motion that Dennis Lysaught be confirmed as Chief of Police and ex- officio tax collector, this was seconded By Mr. Logan and passed unamtniously. Mr. Cann made a motion that Dr. H. Y. Righton be appointed chairman of the Sanitary Board, seconded by Mr. Blumenthal and passed unamip*ously. Mr. Cann made a motion that Dr. V. H. Bassett be appointed Health Officer, this was seconded by Mr. Blumenthal and the motion passed unavinlously. - On motion of Mr. Logan that Mr.D.- McCracken be appointed Electrical Inspector, seconded by Mr. Demere and motion passed unaji.niously. Mr. Demere made a motion that the Mayors appointment of J. J. Owen as building inspector be confirmed, seconded by Mr. Logan and the motion passed unargtniously. Mr. Cann made a motion that the Mayors appointment of Waters and McEllin be confirmed, this was seconded by Mr. Demere and the motion passed unaMtniously. 1 The Mayors salary was fixed at 3600.00 per annum on motion of Mr. Cann, this was seconded by Mr. Righton and passed una$inlously. The salary of Lieutenant of Police was fixed at 31380.00 per annum on motion of Mr. Demere seconded by Mr. Logan and passed unapuinfously. The salaries of the motorcycle officer, foot police and the toll collectors was fixed at $85.00 per month, the salary of the mosquito control inspector, was fixed at 375.00 per month, on motion of Mr. Logan seconded by Mr. Blumenthal and passed uname ously. The salary of the Mayors secretary was fixed at 3240.00 per annum on motion of Mr. Demere seconded by Mr. Logan.and motion passed unamintously. The Mayor announced the appointments of the following committees: COMMITTS FOR YEAR BEGINNING MAY 1 1932. ASSESSMENTS: Brooks, Cann, Demere. FINANCE : Demere, Blumenthal, Righton. HEALTH & DRAINAGE: Righton, Demere, Cann.. LIGHTING & WATER: Blumenthal, Righton, Demers. POLICE & CONVICT CAMP: Logan, Cann, Brooks. PUBLIC WORKS Logan, Brooks, Blumenthal. STREETS & LANES: Cann, Logan, Blumenthal. am. imew Mr. R. H. Seay appeared before Council and petitioned that he be given the p rivilige of doing business with a disabled ex- service mans license, the Town Attorney questioned Mr. Seay as to his dis- ability, Mr. Seay said he did not know exactly what it was but he was drawing 5Q% compensation, he was then excused, Town Attorney said that he had a good case, on motion of Mr. Logan that he be granted the privilige, seconded by Mr. Blimenthal and the motion passed unaminiously. Messrs. J. C. Proctor, W. G. Goodman appeared before Council and petitioned that they be granted the privilige of doing business with a disabled ex- service mans certificate and they were questioned as to their physical disabilities, then excused, on motion of Mr. Demere that the matter be referred to the Town Attorney and the Finance Committee, with power to act, seconded by Mr. Cann and the motion passed unaminiously. Mr. Righton asked if building contractors were required to pay a license for doing business on the Island, he was informed that the Town did not charge a building contractors license, because it is their desire to encourage them to do business in the Town. 21 2D Demere suggested that a small pamphlet be gotten up and sent out to the property owners and occupants of the cottages contain- ing a few instructions on how to fight mosquitoes, I1r. uann suggested that the co- operation of the tenants and property owners was needed and that Dr. Righton be asked to perpare a slip to be sent to the property owners and tenants about taking care of conditions around their premises that cause mosquitoes to breed. The Mayor asked qtr. Righton if he thought it would be possible to get some of the local, specialist to give some testimonals recommending the advantages of Savannah Beach as a place to go for ones health. The method of handling the toll collection was again brought up, but the matter was referred to the - Finance and Police Committees. Mr. Bright appeared before Council and took the following oath as Recorder. OATS 1, Orrie J. Bright do solemnly swear that I will honestly and faithfully perform the duties of Recorder of the Mayors Court of the Town of Savannah Beach, Tybee Island, Ga., to the best of my skill and ability without favor or affection, SO HELP ME GOD.
