Jacobsen Lease: A one-year lease for Ken Jacobsen with the same terms and conditions for one year as was extended for 1989-90 was discussed. On a motion by Clark, seconded by Wolfe the Committee recommends extension of a similar lease for a one year period. The motion carried. 2. 3. 4. AWOS Status Report: (Attachments) Recommendations from Chuck Sundby of Toothman-Orton and Frank Vetsch were reviewed. After lengthy discussion the Committee recommends that the VHF antenna be grounded and that surge protection on the AC power line and telephone line to the c.p.u. in the hangar be installed by Mr. Vetsch, our technician. The motion carried. Lease Sites, Recordation : Staff reported that Mr. Colburn had requested that the city plat lease sites at the airport. It is a matter of facilitating commercial lending for future hangars. Staff was instructed to inquire as to cost from Toothman-Orton Engineering and to report back. Old Hangar Leases: Staff agreed to prepare a universal lease for review at the December meeting to present to existing hangar lessees. Rent: The annual rental rate of 5.3 cents per square foot for bare ground is due and payable in advance upon execution of this lease. Access to the site from the Lessee's adjoining property is permitted. Log delivery onto the site through the airport is permitted. 2. The city will not plow snow to create an access beyond its routine plowing operations an the airport during the 1989-1990 winter. 3. The site must be cleaned up and returned to its current condition by the conclusions of the lense period. 4. No permanent structures or improvements may be placed upon the land. MC CALL AWOS 10/11/90 Drove to McCall to meet with representative Qualimetrics, Toothman Orton, and E & E Electric,, We inspected equipment at the Data Collection Platfo^m si��e and at the Central Data platforms which is inside the hanger^ The inspection was made to determine the cause of reyeated failures of the AWOS^ We concluded that there were no burned components or arcing caused by lightning. The failures were probably not caosed by faulty installation. We determined that it is possz6le that failures may be caused by impulses induced into the data lines between the DCP and CDP^ This theory may explain the failure cf line interface equipment, modems at the CDP^ The latest failure was a modem at the CDP end of the line` That problem was corrected, and the AWOS returned tc ssn`'ice 10/12/90^ We decided to install impulse suppression equipment in t"e system. I also recommended that the VHF antenna he grounded' Information on impulse suppression is enclosed^ Hopefully, with the information determined from this inspection we can take measures which will allow us to avcid problems with this system in the future. BENNETT, lS Dear Bud: Following the onsite inspection of the AWOS installation con- ducted on October 11, 1990, by representatives of Qualimetrics, E&E Electric, Radio Communications, and Toothman-Orton Engineer- ing Company, it was concluded that three actions were necessary to provide additional projection to this installation. The fol- lowing actions should provide greater operational reliability. The recommended actions are: 1. Ground the VHF antenna on the hangar building. 2. Provide surge protection on the AC electric power line into the hangar. 3. Provide surge protection on the telephone line to the hangar. I have discussed the equipment and installation requirements with Eugene Oderkirk of E&E Electric and Frank Vetch of Radio Communi- cations. Frank can provide the needed equipment for approxi- mately $300. Since the equipment is of the "plug in" variety, no extensive installation is necessary. It is my recommendation that Frank be authorized to purchase this equipment and install it during his next trip to McCall. Frank also indicated he would take care of grounding the antenna. I have told Frank I thought you would concur with this recommendation and that he would pro- ceed unless he hears otherwise from you or me in the next few days.
