A special meeting of Council was held today at 4; p.m. and was attended by Mayor Gamble who presided, and Councilmen Blumenthal, Cann, Logan, Righton, Er. A. F. Solms and Chief Lysaught. Solms said that he was petitioning for permission to install �o�rv4S a 14x3 dry well, to take care of the water drainage from his soda fountain on the Strand, at the present time he has two dry wells I `'' A,‘„ on his property but they, balt..they are located at the rear of his 'f'`'�`" hotel and at such a distance that he cannot get the necessary fallY^*0`^ ° for drainage, as the front will be only 8 inches above grade level�''S`a1`-2 the dry well cannot be placed near a column as it is liable to `,)e-tt cause settling, -Mr. Cann said it would be pretty dangerous to pexmit =toy tax'. a dry well in the street, for if anything happened the Town would c_aY' 91' be held responsible - -Dr. Righton said he could not see any reason w�-tev 41411 why the well could not be put under the sidewalks - -Mr. Solms said &t he did not think this would work, he then made a pencil sketch of 52.4 what he contemplated doing - -The Mayor ' asked how deep the well woulddy,,.., -k ate be - -Mr. Solms said 32 feet deep, and the top would be 18 inches o.,\ k e„ under the surface - -Mr. Logan asked if the dry well could not be put on the property south of the hotel - -Mr. Cann said that if the privilige is granted, Mr. Solms should indemnify the Town and agree to keep same in repair, and the Town would have to have a certificate that the construction would be safe, he said that he was only look- ing out for the interest of the Town-41r. Solms said he would like to be advised at once of the decision of Council - -Dr. Righton made a motion that the privilige be granted., providing Mr. Solms gives to the Town a certificate from an engineer that it would be safe and also grarmataw that it will be safe and also gmaraatate that it will be maintained and kept in repair and that it will be used only for drainage of water from his soda fountain, seconded by Mr. Cann, and the motion passed unnmiously - -it was understood that this dry wellshould be covered either with brick or concret. The property owners on 12th street from Butler avenue to the Strand fYpb?tAtl presented a petition requesting that the Town put up some obstructionavo.;trs in the street, just to the east of Dr. Nortons cottage, to keep auto -�tz mobiles from ass `° p Wig, the reason for this request being that public indecinies and other annoying practices were indulged in--Dr. Righton aoN obi said that he did not think the public should be kept off of any street,st he did not want the street on which he lived blocked, and he said that the obstructions on any street should be taken up, lie said thatt��h S C € the Town would not have the legal right to block off its streets. ardteee be moved that the petition be refused also that the obstruction on a,.- tb.r,,o Z \t. 13th street be moved., Mr. Blumenthal seconded this and the motion v,$" 4 passed -- -Chief Lysaught was 400b notified to have posts on 13th street removed. Robinson and J. C. Smith Mr., were N tLe -- 'reread, Mr. Logan moved that the right to do business with these t ° certificates be refused, except in the case of R. H. Seay, this was '-..seconded, by Mr. Righton, and the motion passed unamiously. The Mayor informed Council that there will be due on May 16th to the Liberty National Bark go., three notes, principal and interest $858 ?.39, he paid that he had saw Mr. Houlihan and made arrangements to reduce these notes by principal and interest totaling ti $2587.39, and giving the bank a new Wday note for 35000.00, and he asked if he be given authority to do this, Mfr. Cann made a motion that the following resolution be adopted, seconded by mx. Righton, and the motion passed unamiously. RESOLUTION BE. IT RESOLVED by the Mayor and Councilmen of Savannah Beach, Tybee Island, Georgia, in Council assembled, that: WHEREAS there will be due on Monday, May 16th, 1932, to the Liberty National Bank & Trust Company of Savannah Georgia, three casual deficiency notes, to -wits- 1 note, including interest, 1 note, including interest, 1 note, including interest, the three notes aggregating the sum of for 5118.61 for $1508.17 for 1960.61 08587.39. N0W, THEREFORE, BE IT RESOLVED by the Mayor and Councilmen of Savannah Beach, Tybee Island, two - thirds of the Councilmen voting . in the affirmative, that the three casual deficiency notes be reduced by the payment to the said Liberty National Bank & Trust Company, of the sum of $2587.39, and that a new note be issued for the balance remaining due the Liberty National Bank & Trust Company, to -wits the sum of $6,000.00 and shall be represented by a note of Savannah Beach, Tyree Island, executed by the Mayor under the seal of said Town attested by the Clerk of Council, due in 60 days, with interest from date at the rate of 7% per annum. BE IT FURTHER RESOLVED that the above sum of $2587.39 needed to make the payment as aforesaid be and the same is hereby appropriated out of the general funds of said Town and that the Treasurer of said Town is hereby authorized to draw .a. voucher for said amount. 1 1 The Mayor informed Council that there will also be due on May 16th two notes due L. P. Maggioni & Co., through the L. N. Bank & Trust Co., totaling 44776.07, including principal and interest, he had handled the matter with Maggioni & Co., and they agreed to a re- duction of $576.07, on principal and interest and to take a new 60 day note for the balance 44200.00, Mr. Blumenthal moved that the following resolution be adopted, seconded by Mr. Righton and the motion passed unamionsly. RESOLUTION BE IT RESOLVED by the Mayor and Councilmen of Savannah Beach, Tybee Island, Georgia, in Council assembled, that, WHEREAS there will be due on Monday, May 16th, 1932 two notes previously issued by Savannah Beach, Tybee Island, Georgia to Maggioni & Co., one note, including interest, aggregating the sum of 33546.66, and the other note, including interest, aggregating the sum of 41229.41, or a total of 44776.07. THEREFORE, BE IT RESOLVED that this total indebtedness due by Savannah Beach, Tybee Island, Georgia, be reduced by the payment of $576.0? and that the balance, to -wit 44200.00 be represent - ed by the promissory note of Savannah Beach, Tybee Island, Ga., in the sum of $4200.00, due 60 days after May 16th, 1932 and bearing interest at the rate of 7% per annum. BE IT FURTHER RESOLVED that the money required to accomplish the above reduction be and the same is hereby appropriated out of the general funds of said Town and that the Treasurer of said Town is hereby authorized to draw a voucher for said amount. BE IT FURTHER RESOLVED that said note of 44200.00 be executed by the Mayor of Savannah Beach, Tybee Island, Ga., and that the same be attested by the Clerk of Council, with the seal of the Town thereto affixed. Dr. Righton informed Council that he had requested the presence of Chief Lysaught at the meeting today, to ascertain if reports that Chief onroe of the Savannah Fire Department, used abusive language to him during the fire at the island, several days ago, the Chief said Mr. Monroe came down and asked him what he brought him to the island for and that he did not intend sending the fire appratus anymore, if he could not get better cooperation - -Dr. Righton asked Chief Lysaught to repeat *hat Mr. Monroe had said in regards to swearing- -Chief Lysaught said that Mr. Monroe seemed to be irritated and anxious to do something that would miniaze the fire loss and that though he used some objectionable language he did not feel that Mr. Monroe was absuive to him - -Mr. Righton said that several ladies had told him that they objected to the language used by Mr. Monroe and also that it was a slam on the island that Mr. onroe making an ultimatum about not going to the island in cases of this kind- - Chief Lysaught said that Mr. Monroe's attitude was to help Savannah Beach - -Mr. Righton said Mr. Monroe's idea for that, he could use his engines on the island if he had the facilities to put the engines in place when going there --Mr. Logan said it would be useless and espensive to put those things down to handle the engine as suggested by Mr. Monroe - - -Mr. Righton read a letter from the Tbee ' =£aterworks Co., offering to hook up with Fort Screven --Mr. Logan said that the Town should put in its own plant or that the property owners at Savannah Beach, should do so - -Mr. Cann suggested in having all 26 property owners take stock in such an enterprise. The matter of toll collection again came up and after quite a bit of discussion, the matter was referred to the Police Committee to endeavor to work out a solution of this problem. Another disasterous fire at Savannah Beach, on Thursday ,gay 12th, destroyed the Atlantic Club and the Sheehan property, fortunately a west wind was blowing and through the efforts of the citizens of Savannah Beach and with the assistance of the officers and men of Fort Screven and also Chief Monroe and several engines of the Savannah Fire Department, the fire was confined to these two properties. There being no further business Council adjourned, Subject to the call of the Mayor. Mayor Savannah Beach, Tybee Island, Ga. May 19, 1932. A special meeting of Council was held today at 4; p.m. and was attended by Mayor Gamble who presided and Councilmen Demere, Logan, Blumenthal, Cann, Righton and Mr. S. F.
