S.1600: A letter from the Partnership for Improved Air Travel was discussed. No action was taken. 2. City Code Review: The Committee reviewed the existing airport ordinance and identified that the following amendments need to be made: 8-14-1(c); change sentence from: "Every pilot, mechanic or other person employed at or using the airport shall cooperate with the airport management to enforce these rules and to see that all persons use due care and caution to prevent injury to persons or damage to property." To: "Every pilot, mechanic or other person employed at or using the airport shall cooperate with the airport management to see that all persons upon the premises use due care and caution to prevent injury to persons or damage to property and to abide by these airport rules." 8-14-2(A); change sentence from: "When aircraft engines are started, a competent operator shall be at all times at the controls and the wheels of the aircraft chocked." To: Delete the phrase "...and the wheels of the aircraft chocked." 8-14-2(D): Change the last work in the first sentence from "taxiing" to "taxiways". 8-14-3(D): Delete the entire existing section and replace it as follows: "Run -ups shall be done in a manner and at a location so as not to delay or endanger other aircraft." 8-14-4(A): Add a new sentence to the end of the section as follows: "Whenever practical, take -offs to the South are recommended." 1 8-14-4(C): Change the phrase "...an altitude of at least four hundred feet (400')..." to: "...an altitude of at least seven hundred feet (700') AGL..." 8-14-4(E): Add the term "VFR" as the first word of the section so it reads: "VFR `straight -in' landings are prohibited." 8-14-4(G): Correct the spelling of the acronym from: "CATF" to "CTAF". 8-14-5(E): Change the section from: All aircraft shall be properly grounded when being serviced with gasoline." to "All aircraft shall be properly grounded when being fueled." 8-14-5(F): Delete this section (contradicts 8-14-5(D)). In the sentence following 8-14-5(F), the word "foreging" should be corrected to "Foregoing". 8-14-7IC): Change the language "This ordinance..." to "This section...". After discussion, Lyn Clarke moved to recommend the above changes to the City Airport Code to the Council. Rick Fereday seconded and the motion carried unanimously. 3. Airport Lease Fees: Mr. Statham presented his report on fees at other airports. After lengthy discussion and review of the report, Mr. Fereday moved and Ms. Clarke seconded a motion to recommend that the City alter its airport fees as follows by resolution: A. Building & Structure Lease Rate: The Base Land lease fee (buildings and structure rate) shall be increased from 7.3c/sq. ft./yr. to: 10c/sq. ft./yr., effective July 1, 1990 15c/sq. ft./yr., effective Jan. 1, 1993 20c/sq. ft./yr., effective Jan. 1, 1995 That all future leases be guaranteed the base rate for ten years, then each five years, the rate would be reviewed and brought to then current rates. 2 That all future leases be adjusted annually by the CPI. B. Bare Land lease rate: That the bare land lease fee be changed from 5.3c/sq. ft. to: No change to this rate, effective 1990 7.5c/sq. ft./yr., effective Jan. 1, 1993 10c/sq. ft./yr., effective Jan. 1, 1995 These rates would be guaranteed as the base rate and adjusted annually by the CPI as recommended for the building and structure rate. C. Fuel Flowage fee: The differential rate of 6c per gallon of jet fuel and 3c per gallon on aviation gasoline is recommended to be combined to a single rate for all fuels of 4c per gallon. The Airport Committee should be authorized to negotiate and recommend fee arrangements on commercial or large scale projects (larger than a single hangar) on the airport. The motion carried unanimously. 4. Review of Minimum Standards: It was determined that the document must be fully revised, not edited. The Committee asked the staff to revise the document as follows: i. Isolate minimum standards for tenants separate from FBO requirements; require aircraft storage for hangar tenants. 2. Delete minimum land lease area requirements and refer to City Planning and Zoning standards (parking requirements, etc.). 3. Attempt to license interim commercial operations now occurring off the airport without leases. 4. Strengthen protection of FBO franchises, e.g., prohibit fueling except by FBO. 3 A draft of the new document will be forwarded to the Committee and scheduled for a future agenda. 5. Capital Improvement Program: The document endorsed in August in order to meet FAA requirements for the ALP approval was returned to the full Committee as directed through Council. Certain amendments and adjustments were made as follows: a) Include AWOS II & III upgrades. b) Increase Master Plan Amendment to $50-75,000. c) Expand the BRL on the ALP. d) Alter the listing to indicate actual 1990 projects, then adjust all projects forward by one year. e) Place revision date and approval signature lines at the end. Mr. Statham agreed to revise the document and forward to the Council on December 14th with these minutes. Mr. Fereday moved and Mr. Wolfe seconded to recommend adoption of the amended Capital Improvement Program to the City Council. The motion carried. (Copy attached.) 6. Wilde Wolf Oil Proposal: This matter was considered by the Council on November 30th and referred to the Committee. Mr. Wolfe withdrew from the discussion. After review, the Committee asked to receive a detailed proposal at the January meeting. The item was moved to that agenda. 7. Other Business: 1. NDB Certification: The Committee inquired about the delay in publication of the approach. (NOTE: on 12/6/89, Wayne Moritz of FAA advised publication is now scheduled for January 11, 1990. 2. ALP Approval: Mr. Statham reported that he has received verbal approval of the ALP. Without further business, the meeting adjourned. DATED: this c'S �3y of December, 1989.
