HomeMy Public PortalAbout00-1205 ORDINANCE NO. 00-1205 AN ORDINANCE OF THE CITY OF CARSON CHANGING THE ZONING DESIGNATION OF CERTAIN PROPERTY, AMENDING THE ZONING MAP OF THE CITY OF CARSON AND INCORPORATION OF SPECIFIC DESIGN STANDARDS FOR SAID PROPERTIES. (ZONE CHANGE CASE NO. 129-99) THE CITY COUNCIL OF THE CITY OF CARSON DOES ORDAIN AS FOLLOWS: Section 1. An application was duly filed by Tatsuya Mizushima of 320 W. 214th Street, and the six affected property owners with respect to the Property at 316- 412 west 214th Street described in Exhibit "A" attached hereto, requesting approval of a zone change from RS (Residential, Single-Family) to RM-8-D (Residential Multiple Family, 8 units per Acre-Design Overlay Review), and the incorporation of specific design standards. Section 2. The Zoning Map of the City of Carson as adopted by Section 9114.1 of the Carson Municipal Code is hereby amended by changing the classification of the property referred to in Section 1, as described above, from RS (Residential, Single Family) to RM-8-D (Residential, Multiple-Family, 8 units per acre — Design Overlay Review), and establishing specific design standards for said properties as described in Exhibit "B" attached hereto. The map shall have noted thereon "Amended to RM-8-D (Residential, Multiple-Family, 8 units per acre, Design Overlay Review) on July 18, 2000." Section 3. The City Clerk is directed to enter the date of the adoption of this ordinance in the appropriate space in Section 2, herein above. Section 4. The City Clerk shall certify to the adoption of this ordinance and shall transmit a copy of thereof to the applicant. PASSED, APPROVED AND ADOPTED THIS 18TH DAY OF JULY , 2000. EXHIBIT A Ordinance No. 00-1205 Page 5 of 5 DESIGN STANDARDS —ZCC #129-99 The goals and objectives of the prescribed design standards are as follows: • To promote residential amenities beyond those expected under conventional development. • To develop attractive neighborhoods through creative and unimaginative planning as a unit. • To achieve harmony between each development and the existing or future surrounding development. • To achieve a higher quality of design. • To achieve harmony between each development and the existing or future surrounding development. • To assist in improving the quality and quantity of housing available to meet the needs of all social and economic groups within the community. • To provide for appropriate use of the land, which is sufficiently unique in physical characteristics or other circumstances to warrant special methods of development. • To provide areas of open space on each lot. Design Standards for residential dwelling units at 316, 326, 334, 400, and 404 are as follows: • Only detached residential dwelling units will be allowed. • All new development within this zone change case area shall incorporate similar architectural style and design. • All exterior color and materials shall be compatible and consist of various shades of earthtones unless otherwise approved by the Planning Commission. • Spanish style tile roofs incorporating earthtone colors shall be included for all units, unless otherwise approved by the Planning Commission. • Spanish style tile roofs incorporating earthtone colors shall be included for all units, unless otherwise approved by the Planning Commission. • Landscaping shall be incorporated in to the project wherever possible. A landscaping plan shall be required for all future residential dwelling units at the subject site. Landscaping, which is compatible with adjacent properties, shall be incorporated into the front yard setback. Pursuant to Section 9128.11 of the Carson Municipal Code, one 30" box tree shall be required for each unit. Landscaping and grounds shall be kept in a neat and orderly manner at all times. • Said residential dwelling units shall conform at all times to design standards set forth in Section 9126.9 — 9128.55 of the Carson Municipal Code and all other local, state, or federal requirements.
