HomeMy Public PortalAbout10-03-19 AgendaOCTOBER 3, 2019 The Agenda Meeting of the Mayor and Council of the Borough of AGENDA MEETING Carteret, preceding the Regular Meeting October 17, 2019, was held October 3, 2019, 6:00 p.m. in the Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. The following were noted present: Councihnember Vincent Bellino " Jorge Diaz " Dennis DiMascio " Ajmar Johal " Randy Krum " Susan Naples Noted Absent was Mayor Daniel J. Reiman. Also noted present were Carmela Pogorzelski, Acting Municipal Clerk and Robert J. Bergen, Esq., Law Director. ROLL CALL The Clerk stated that the 2019 Amival Meeting Notice was mailed to STATEMENT OF The Home New Tribune, The Star Ledger and posted on the bulletin MEETING NOTICE board on January 2, 2019. Notice was published in The Home News Tribune and The Star Ledger on January 7, 2019. The meeting was opened with a moment of silent prayer and the PRAYER, PLEDGE Pledge led by Council President Susan Naples. OF ALLEGIANCE Upon MMS &C by Councilmembers Diaz and Bellino and unanimous APPROVAL affirmative vote of the full membership present, the minutes of OF MINUTES September 19, 2019 were approved as transcribed and engrossed by the Clerk. A copy of each Resolution was placed on the table for public review and prior to the meeting in accordance with the Rules of Council and upon MMS &C, by Councilmembers Bellino and Diaz and unanimous affirmative vote of the full membership present, the meeting was opened for public input on all Resolutions /Agenda items and new business. PUBLIC PORTION RESOLUTIONS/ AGENDA ITEMS AND NEW BUSINESS OCTOBER 3, 2019 (Continued) PUBLIC PORTION There being no further comments or objections to the CLOSED Resolutions /Agenda items or new business, upon MMS &C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of the full membership present, the public portion of the meeting was closed. RESOLUTIONS: RESOLUTIONS 1. Approval to Submit a Grant Application and Execute a Grant Contract with NJDOT for the Minue Street & Milik Street Truck Route Improvements Project. 2. Authorizing a Window Contract for 2019 Tree Trimming Services. 3. Professional Services — Excel Environmental Resources, Inc., Re: Remedial Action Protectiveness /Biennial Certification Paperwork with Regard to the Carteret Sewerage Treatment Plant. 4. Creating Handicapped Parking Space — 62 Larch Street. 5. Professional Services — CME Associates, Re: Marina Phase III. 6. Governor's Council on Alcoholism and Drug Abuse Fiscal Cycle July 2020 — June 2015. Council President Naples asked for a motion on the Consent Agenda. Resolutions 419 -160 through #19 -168 were introduced by Council President Naples and referred to the Council for action. Upon individual Roll Call Vote, Councilmembers ADOPTED Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the Affirmative. Upon MMS &C, by Councilmembers Diaz and Bellino, all bills PAYMENT OF BILLS appearing on the prepared list, properly audited and signed were ordered to be paid. Upon individual Roll Call Vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the Affirmative. REPORTS Reports: 1. Clerk's Office — September 2019 2. Inspection of Buildings — September 2019 Upon MMS &C, by Councilmembers Diaz and Bellino, and unanimous affirmative vote of the full membership present, all reports were ordered to be received and placed on file. BUSINESS ADDED Council President Naples asked the Councilmembers if they had anything to report: COMMITTEES PUBLIC WORKS: Councilmember DiMascio said he had nothing at this time. FIRE & DOMESTIC PREPAREDNESS: Councilmember Krum said he would have his report at the October 17 meeting. POLICE & BOARD OF EDUCATION: Council President Naples said she had nothing at this time. FINANCE & ADMINISTRATION: Councilmember Diaz said he had nothing at this time. 4 OCTOBER 3, 2019 (Continued) PARKS, RECREATION & PUBLIC PROPERTY: Councilmember Bellino said he was working with Chief McFadden regarding the intersection of Cherry and Harrison, they are looking into a four way stop. He said there have been multiple accidents there and neighbors are calling and emailing him about it. He said this is a bad corner, there have been a lot of accidents over the years and he would like to see something done. Councilmember DiMascio said people park cars on the corner and someone coming into the intersection can't see; they inch out. Councilmember Bellino said he has been discussing this with the police chief and said some of the things that they spoke about were painting the curbs and a four way stop at the intersection. Councilmember Diaz said he felt it was probably one of the more dangerous intersections in the Borough because people fly down East Cherry Street and said someone inching out is going to get hit. BUILDINGS & GROUNDS: Councilmember Johal said he had nothing to report at this time.
