HomeMy Public PortalAbout01-1222 I ORDINANCE NO. 01-1222 AN ORDINANCE OF THE CITY OF CARSON, CALIFORNIA, REGARDING THE OPERATION OF MASSAGE PARLORS AND AMENDING THE CARSON MUNICIPAL CODE THE CITY COUNCIL OF THE CITY OF CARSON DOES ORDAIN AS FOLLOWS: Section 1. Purpose. A. In order to protect the public health, safety, and welfare, the City Council previously has established comprehensive business permit regulations to govern massage parlors and persons who provide massage services. B. The purpose of this Ordinance is to create an exemption to the City's massage parlor business permit regulations for health, medical and beauty-related establishments that offer massage services that are both (i) incidental to the primary business; and (ii) administered solely by means of customer-operated equipment in a private cubicle, room or booth on the business premises. In enacting this Ordinance, the City Council finds that the offering of massage services by such establishments under such circumstances does not warrant the comprehensive business permit regulations imposed by the City on conventional massage parlors.
