AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARSON
CHANGING THE ZONING DESIGNATION OF CERTAIN PROPERTIES
LOCATED AT 20700 S. AVALON BOULEVARD (APNS: 7381-024-006, 009,
010, 016, 019, 020, 021, 022, 023, 024) FROM CR-D TO CR-MUR-D
(ZONE CHANGE CASE NO. 148-05)
THE CITY COUNCIL OF THE CITY OF CARSON HEREBY
ORDAINS AS FOLLOWS:

Section 1. The applicant, Hopkins Real Estate Group (HREG), acting
as the agent for all the property owners at the South Bay Pavilion, including their
an application for Zone Change No. 148-05, proposing
own interests, has filed pp g P P
the amendment of the zoning from CR-D to CR-MUR-D. The site includes 70.9
acres between Del Amo Boulevard to the north, Leapwood Avenue to the east,
Dominguez Street to the south, and Avalon Boulevard to the west, except for the
gas station on the southeast comer of Avalon Boulevard and Del Amo Boulevard.
The project site includes the following Assessors Parcel Numbers: 7381-024-
006, 009, 010, 016, 019, 020, 021, 022, 023, 024.
Section 2. On October 11, 2004, the City Council approved the General
Plan Update, which changes the land use designation of said properties from
Regional Commercial to Mixed Use-Residential.
Section 3. On June 28, 2005, pursuant to Government Code Section
65855 which requires the zoning map to be consistent with the General Plan land
use designation, the Planning Commission held a duly noticed public hearing and
recommended that the City Council approve Zone Change Case No. 148-05 in
order to amend the zoning of said properties from CR-D (Commercial, Regional
— Design Overlay) to CR-MUR-D (Commercial, Regional — Mixed Use
Residential Overlay District— Design Overlay).
Section 4. That the zoning designation of certain properties in the city
of Carson described in Exhibit"A" and as illustrated on Exhibit "B," attached
hereto is hereby changed from CR-D (Commercial, Regional — Design Overlay)
to CR-MUR-D (Commercial, Regional —Mixed Use-Residential— Design
Overlay).
Section 5. The City Council hereby finds that the amendment to the
Zoning Map is consistent with the General Plan and the adopted goals and
policies of the City, in compliance with California Government Code Section
65850.

ecdon 6. The Zoning Map of the city of Carson, as adopted by Section
9114.1 of the Carson Municipal Code, is hereby amended by changing the
classification of the property referred to in Section 1 to the CR-MUR-D !,
(Commercial, Regional —Mixed Use-Residential — Design Overlay) zone district
and said map shall have noted thereon "Amended on August 2nd
2005."

Section 7. The zone change for the properties described and illustrated
in Exhibit"A" and "B," respectively, has been analyzed in the environmental
impact report(EIR) prepared for the General Plan Update certified by the city of
Carson on October 11, 2004. The Council finds that the proposed zone change
case will not have a significant effect on the environment identified in the certified
EIR. No further environmental review is necessary.

Section 8. The project involves no potential for any adverse effect,
either individually or cumulatively, on wildlife resources and therefor, a De
Minimis Impact Finding is made relative to AB 3158, Chapter 1706, Statutes
1991.
Section 9 The City Clerk shall certify to the adoption of this Ordinance
and shall transmit copies of the same to the applicant.
