HomeMy Public PortalAbout19320606CCMeeting1 29 Savannah Beach, Tybee Island, Ga., June 6, 1932 The regular meeting of Council was held today at 4; p.m. and was attended By Mayor Gamble who presided, and Councilmen Demere, Cann, Blumenthal, Logan, And Righton, Town Attorney McIntire, Mr. Harold Zinn and Mr. Sundquest. Mr. Zinn said that his reason for appearing before Council was to try and get the cooperation of the Town in connection with some c "r aviation stunts on the island, he said he had made arrangements withIs \a,a other interests at Savannah Beach towards having a night parachute jump the coming ' +'ednesday, that the cost of this first stunt would be $50.00, and that several other interests had agreed to contribute towards this, and he asked that the Town also make a contribution, . he said that the plane would not land on the beach but would proceed back to the airport after the jump had been made, Mr. Zinn was then excused, Mr. Blumenthal made a motion that the Town contribute 015.00 to this fund with the understanding that the Town would not be liable in no way in the event of an accident, this was seconded by xr. Demere, and the motion passed. Mr. Blumenthal introduced Mr. Sundquest who represented Lane Bowler " '°`5�! people, in connection with. the proposed new water system, Mr. Sundquestsw informed Council of numerous things relating to a water system, and\&3to it was decided that Mr. Sundquest prepare a proposition and submit sTstE- same to the water Committee. The report of the Finance Committee which met on June 2nd, was read (4'°t showing that numerous unpaid bills amounting to approximately $5000.000 -v be paid, and also that delinquent taxes, through 1930 be collected, Mr. Logan made a motion that this be adopted, seconded by Mr. Blumenthal and the motion passed unamiously® °^` The Mayor informed Council that he had a letter from Idr. Tiedeman of the County Commissioners informing him that it would propably be necessary to discontinue feeding the live stock at the convict camp, the JayorT,(L1 requested Mr. Cann to . get in touch with Mr. Tiedeman and see if he °-f I've could not have this order rescinded. Dr. Righton said that as a drug store was necessary on the island he thought that a reasonable license should be made to induce anyone, 4, operate same, that the (r p , present license of X50.00 is too high, that he thought a license of $10.00 would be more attractive and more reasonable, and on motion of Dr. Righton that a license oof $10.00iJ- be made for operating a drug store, seconded by Mr, Demere and passed.`;r 30 1The Mayor said that he had spoken to sir. Honorable Sirs: A Under date of gune 9, 1927, there was executed an agree - A°'eKr't■56inent to furnish street lighting service by the Savannah Electric and Power Company to the Town of Savannah Beach, Georgia. StAticsq It is the desire of this Company to reduce the cost of fz(V,0:10,,street lighting service to the Town of Savannah Beach, and it is the n cud , purpose of this letter to offer, beginning with the June 1932 billing let* T for street lighting service, anof amendment to the contract as described as follows: 5ervie Under terms of payment that portion of the contract of ler ; June 9, 1927, which reads "400 Candle Power (4000 Lumens) for "ALL NIGHT a �c�BURNING" as hereinafter defined - 45.00 net per month each ". The amend - gent offered in substitution of the portion quoted above to read "400 Candle Power (4000 lumens) for "ALL NIGHT BURNING" as hereinafter de- fined.34.25 per month each ". If it is the pleasure of your Honorable Body to accept the substitution or amendment to the contract dated June 9, 1927, would you not kindly act upon it at an early date in order that your acceptance Qonac may be at hand in time for the June billing of this Company, which is made about the 25th of June. Yours very truly, SAVANNAH ELECTRIC ARID POWER CO. By H. C. Foss, President. Mr. Demere made.a motion that the following resolution be adopted seconded by Mr. Logan and passed unamiously. RESOLUTION RESOLVED , by the Mayor and Alderman of the Town of Savannah Beach, Tybee Island, in Council assembled, that they here- with accept the amendment to the contract for street lighting ser- vice entered into with the Savannah Electric & Power Company under date of June 7, 1927, said amendment changing the contract which now reads: *400 Candle Power (4000 Lumens) for all night burning, as hereinafter defined, 1,5.00 net per month, each," so that as 1 1 31 amended the contract will read:" 400 candle power (4000 lumens) for all night burning, as hereinafter defined, 34.25 net. per month, each ". The Mayor informed Council that as several parties had threatened to take out injunction proceedings against the Town if the method of handling the parking space collections was not corrected, he said he had given instructions that the toll gate be moved to one at 14th street and the strand, and the other at 16th street and the strand and also that a 10 ft drive be made on the south side of 16th street from Butler avenue to the strand and continueing along the western side of the strand to 17th street and then on the northern side of 17th street to Butler avenue, he also auggested that all property owners be required to pay for the privilige of parking and that no passes be issued to anyone, Dr. Righton made a motion that the Mayors suggestion be adopted, this was seconded by Mr. Logan and the motion passed unamiously. The matter of revising and codifing all ordinances of the Town was brought up by Mr. Logan and on motion of Dr. Righton that this be done seconded by Mr. Logan and the motion passed, Town Attorney McIntire was asked to get an estimate of what this work would cost. A petition was read from the estate of Sam Wilensky, H. Horovitz, Max Foster, L. Mirsky, Mrs. M. H. Dooley; hoping to give to the Town a strip of land 20 feet wide midway between lots 106-107 - ward 5, and that the Town accept this and maintain same as a street, Dr. Righton said that the Town should not accept any of these small strips of land and he understood that it has been the policy to de- cline to accept these small strips of land as streets, he moved that the Town .decline to accept the strip of land conveyed by this petition, this was seconded by Mr. Logan and the motion passed. The Mayor informed Council that in the issue of the June 5th, the Atlanta Constitution, Journal and Georgian gave some splendid pub- licity to theisland and also had numerous pictures taken on the beach in the phbtogravue section, and he had suggested that a res- olution be adopted thanking them for the cooperation, Dr. Righton made a motion that the'Mayors suggestion be adopted, this was sec - onded by Mr. Blumenthal and passed unamiously. RESOLUTION RESOLVED BY THE MAYOR AND ALDERMEN OF THE. TOWN OF SAVANNAH BEACH, in Council assembled, that the thanks and appreciation of this body, speaking for all of the citizens of Savannah Beach, be and they are hereby extended to the daily papers of Atlanta, the Constitution, the Journal, and the Georgian, for their generous co- operation in making a pronounced success of the opening day of the season of 1932, and for the continued voluntary cooperation they have at all time in promoting the development of Savannah Beach, Tybee Island, as the resort and playground of all Georgians, a cooperation which has been a potential factor in drawing visitors from a great territory. The Mayor said that he also would like to have a resolution passed thanking the Savannah MorningNews and Evening Press and the Chamber 32 of Commerce for there fine cooperation in things that have to do with the goings of the island, Dr. Righton made a motion that the Mayors suggestion be adopted, and that the resolution be sent to the News, Press and Chamber of Commerce, this was seconded by Mr. Blumenthal and passed unamiously. RESOLUTION RESOLVED BY THE MAYOR AND ALDERMEN OF THE TOWN OF SAVANNAH BEACH, in Council assembled, that our thanks be extended to the Savannah Morning News, and the SavanpaR Evening Press, for their unstinted support of Savannah Beach in this and former seasons, and their labors in developing it into the resort it has become, and that the Chamber of Commerce likewise be extended our thanks for its magnificent handling of publicity in the interest of this resort, and its recognition of the importance of Tybee Island to Savannah, the business territory tributary to Savannah, and to all Georgia. BE IT _'U'RTHER RESOLVED, that those mentioned in this resolution be officially advised of this action of Council. The Mayor informed Council of the death of Councilman Brooks and said that the Town has last a devoted and progressive worker who was at all times interested in everything that had to do with the welfare of the Town, Mr. Logan made a motion that the following resolution be adopted, seconded by Mr. Cann and the motion passed unamiously. 1 1 R E S O L U T I O N RESOLVED, BY THE MAYOR AND ALDERMEN OF THE TOWN OF SAVANNAH BEACH, in Council assembleda that we extend our sympathy to the Family of our late associate, Alderman William P. Brooks, in whose death the Town of Savannah Beach has lost a devoted, intelligent anti progressive worker, in- terested at all times in movements or its welfare, whose friendship was esteemed by all of his fellow citizens as that of a sincere, generous, companionable man of high character, and the memory of whom is mt.rked only by recollections of pleasant associations throughout the years of his residence. Savannah Beach has been made the poorer through his :p .s:sir:;g from this to another world. RESOLVED FURTHER, that a certified copy of this resolution be sent to the family of the deceased, and that it be inscribed on a page of the minute book set aside for that purpose. MAYOR MD ALDERMEN TOWN OF SAVANNAH BEACH 33 The Mayor informed Council that it would be necessary to elect a Councilman to succeed Mr. Brooks, and asked for nominations, Mr. Cann nominated Mr. H. P. Sharpley, Mr. Logan seconded same, which was passed unamiously. Mr. Sharpley was notified of his election and appeared before Council and took the following oath, he being sworn in by the Mayor. OATH f. I, H. P. Sharpley, do solemnly swear that i' will faithfully and honestly perform the duties of Councilman of the Town of Savannah Beach, Tybee Island, Ga., to the best of my skill and ability without favor or affection, SO HELP NE GOD. The Mayor informed Mr. Sharpley that he had been appointed on the Assessment Committee of which he is chairman, and also Police and Convict Camp and Public Works Committees, Mr. Sharpley was congratulated by members of Council on his election and he responded and said that he hoped that he would be able to work for the best interest of Savannah Beach at all times. The following ordinance to regulate auto traffic was introduced by Dr. Righton who made a motion that it in adopted, which was seconded by Mr. Demere and placed on first reading and with unamious consent of Council was placed on second reading and passed.
