TRANSPORTATION AND AIRPORT
ADVISORY COMMITTEE JOINT MEETING
September 26, 1989

Transportation Chairman Kirk convened the meeting and
reviewed the Council's request for this meeting. The goal
was to review the Dienhard Lane matter, the recent history of
a highway bypass, airport safety issues leading to the road's
closure over the summer and future alterations.
The Committee reviewed the State Highway Division's notice on
the termination of the Mesa -Emmett project (attached).
Mr. Sundby reviewed alternatives and issues including:
1. The status change of the Bypass Project on the six
year state program;
2. Part 77 Airport Requirements which are now
effective, by which Deinhard Lane is now
encompassed within the Airport Safety Zone.
3. Future requirements relevant to ILS which would
further compound road airport issues.
He reported that from the airport point of view, road closure
would be the best alternative. From the transportation view,
use as a City street but not a highway bypass seemed
reasonable. He further described a way to "package" grants
to achieve the City street alternative.

The City street alternative would eliminate imposition of
state roadway standards.
After questions, review and discussion, Mr. Kerr moved to
recommend to the City Council that they allocate $3-5,000.00
for a preliminary engineering study to ascertain the routing,
standards and costs of relocating and connecting Dienhard
Lane to Boydstun Lane as a City street. Mr. Cowdery seconded.
The Transportation Committee voted "Aye" unanimously. The
Airport Committee voted separately and concurred unanimously
with the Transportation Committee vote.
A short-term solution to the Dienhard Lane issue was
discussed, involving extension of the displaced threshold.
The Airport Committee asked the engineer to review and
respond to this idea at their next meeting on November 1,
1989.

Please be advised that the Idaho Transportation Board has elected
to defer all work on this project indefinitely. The consultant
agreement with Howard, Needles, Tammen and Bergendoff is being
terminated.
The Board determined that, while this project may be feasible, the
additional cost associated with evaluating the US-95 and SH-55
corridors to satisfy the Federal Highway Administration
environmental requirements, strong public opposition and the
uncertainty of construction funding has made it unfeasible to
continue with the study.
Thank you for your interest and input in the project. Our mailing
list will be maintained should the funding picture change and the
Board decide to revive the project in the next few years.
