A. Regular Meeting of May 25, 2023
Board Member Canfield made a motion to approve the minutes of
the May 25, 2023, regular meeting. Alternate Board Member Power
seconded the motion with all voting AYE at roll call.

1. An application submitted by Kristen Walters, KWD Landscape
Architecture, as Agent for Brian O'Neill, owner of the
property located at 2817 N. Ocean Blvd., Gulf Stream,

Florida, legally described 3-46-43, N 200 FT OF GOV LT 3 E
OF OCEAN BLVD.
a. Demolition Permit remove the existing wall along the
West side of the property.
b. Land Clearing Permit to remove old vegetation.
C. North Ocean Boulevard Overlay Permit to install a new
wall and vegetation along the West side of the
property.
d. LEVEL II Architectural/Site Plan Review to permit the
construction of a wall with 8' columns along State
Road AlA and replace old landscaping.
Kristen Walters, Landscape Architect, gave a detailed
PowerPoint presentation. Chairman Murphy asked if there had been any
feedback from the neighbors to which Town Clerk answered in the negative.
Assistant Town Attorney Nazzaro asked if any of this would affect the root
system of the existing Australian Pines to which Ms. Walters stated it
would not.
Board Member Canfield made a motion to approve a Demolition Permit
to remove the existing wall along the West side of the property.
Alternate Board Member Power seconded the motion with all voting AYE at
roll call.
Board Member Canfield made a motion to approve a Land Clearing
Permit to remove old vegetation. Alternate Board Member Power seconded the
motion with all voting AYE at roll call.
Board Member Canfield made a motion to approve a North Ocean
Boulevard Overlay Permit to install a new wall and vegetation along the
West side of the property. Alternate Board Member Power seconded the
motion with all voting AYE at roll call.
Board Member Canfield made a motion to approve a Level II
Architectural/Site Plan Review to permit the construction of a wall with
8' columns along State Road AlA and replace old landscaping. Alternate
Board Member Power seconded the motion with all voting AYE at roll call.
2. An application submitted by Matt Wolf, Environment
Design Group, as Agent for Steve Streit, owner of the
property located at 590 Wright Way, Gulf Stream, Florida,
legally described 3-46-43, S 175 FT OF W 170 FT OF GOV LT
1 LYG N OF & ADJ TO LT 11 BLK 3 OF PB26P13 & E OF & ADJ TO
FIND CNL (LESS N 6 FT & SLY 20.01 FT).
a. DEMOLITION PERMIT to make minor modifications to
hardscape.
b. LAND CLEARING PERMIT to remove old vegetation.
C. LEVEL II ARCHITECTURAL/SITE PLAN REVIEW to permit a
major modification to the March 24, 2022, landscape
plan to include a single-entry motor court in lieu of
dual entry circular driveway, removal of several
palms, addition of Date Palms at the front entry,
revised pool layout, and revisions to the hardscape
plan.

Held 6-22-2023 @ 8:30 A.M.
Dustin Mizelle, Landscape Architect, explained that
there was miscommunication between the owner, project manager and
contractor which resulted in four Royal Palms being removed that should
not have been removed. He then gave a presentation explaining the major
modifications.
Chairman Murphy stated that the removal of the trees would not be
tolerated, and the new landscaping needed to be mitigated. Mr. Mizelle
agreed but, in the end, stated they were only replacing two Royal Palms
after taking out four and the Board found that unacceptable. Town Clerk
Basel provided the Board with the original landscape plans that had been
approved. After perusing the original plans and comparing them to the new
plans being submitted the Board felt it was almost a new application
rather than a major modification.
Chairman Murphy asked if there had been any feedback from the
neighbors to which Town Clerk Basel answered in the negative.
Board Member Canfield made a motion to approve the site plan portion
of the application with a full landscape plan, tree disposition and
remaining portion of application to be presented at the July 27, 2023,
meeting. Alternate Board Member Power seconded the motion with all voting
AYE at roll call.
3. An application submitted by Mark Marsh, Bridges, Marsh
Associates, as Agent for Smith Family Florida Living Trust,
owner of the property located at 1919 N. ocean Blvd., Gulf
Stream, Florida, legally described as WILLIAM H EVANS SUB
LT 1.
a. DEMOLITION PERMIT to demolish some of the existing
structures.
b. LAND CLEARING PERMIT to remove and relocate existing
landscaping, primarily in the Northeast and Southeast
areas of the property; to create sufficient area to
accommodate proposed new building improvements.
C. NORTH OCEAN BOULEVARD OVERLAY PERMIT to permit the
construction of a 500 sq. ft. gate house and to remove
and relocate some existing trees and to accommodate
new proposed guest house structures.
d. SPECIAL EXCEPTION to allow a side setback of 10, for
the pool per Section 70-75(d).
e. SPECIAL EXCEPTION to permit the construction of a 500
sq. ft. gate house in the Beachfront District per
Section 70-75 (f) .
f. LEVEL III ARCHITECTURAL/SITE PLAN REVIEW to permit the
addition of a new two-story wing on the South side of
existing residence, new gate house, two new guest
house buildings, new pool, new driveway location and
modification to existing landscape/hardscape.
Mark Marsh, Architect, gave a detailed PDF
presentation. Assistant Town Attorney Nazzaro explained the Special
Exceptions and then Mr. Tom Murphy gave the reasoning behind the special
exceptions they were asking for.

Alternate Board Member Power questioned the need for the special
exception to allow a side setback of 10, for the pool with it being such a
large lot. Mr. Marsh stated they had a mutual agreement with the Golf
Club, and he could get a note from them stating they had no objection
before the Commission meeting if the Board recommended approval. Chairman
Murphy asked if there had been any feedback from the neighbors to which
Town Clerk Basel answered in the negative. Assistant Town Attorney
Nazzaro stated he and the Town Manager had met with the neighbors to the
south of the property regarding landscape screening who had no objections
but wanted to make sure the buffering was going to be in place. Mr. Cory
Meyer then made the landscape presentation.
Board Member Canfield agreed with Alternate Board Member Power that
the special exception for the pool was not needed with such a large
property. Mrs. Power stated they could possibly make the pool smaller as
it was the size of an apartment complex pool. Mr. Marsh disagreed.
Board Member Canfield made a motion to recommend approval of a
Demolition Permit to demolish some of the existing structures. Alternate
Board Member Power seconded the motion with all voting AYE at roll call.
Board Member Canfield made a motion to recommend approval of a Land
