BACKGROUND: On June 25, 2013, the Planning Commission held their regularly scheduled meeting. ANALYSIS: The following is a summary of actions taken at the June 25, 2013 Planning Commission meeting: 1. ROLL CALL: Present: Commissioner - Curran, Leung, O'Leary, Chairman Horton Absent: Commissioner - Vice -Chairman Cordes Excused: Commissioner - None 2. CONSENT CALENDAR The Planning Commission approved the minutes from their regular meeting of May 28, 2013. 3. UNFINISHED BUSINESS - None City Council July 16, 2013 Page 2 of 3 4. NEW BUSINESS A. CONDITIONAL USE PERMIT 13-1828, A REQUEST TO ESTABLISH A NEW CELLULAR ANTENNA FACILITY THAT WOULD BE ATTACHED TO A 70 FOOT TALL LIGHT POLE LOCATED IN THE ATHLETIC FIELD AT TEMPLE CITY HIGH SCHOOL Due to a tie vote the Planning Commission continued a request to allow the installation of a new cellular antenna facility at the Temple City High School athletic field, located at 9501 Lemon Avenue. The proposal is to remove an existing light pole at the high school's athletic field and replace it with a new 70 foot nine inch tall light pole. A total of 12 antennas (in three arrays) is proposed be attached to the light pole beneath the light fixtures. The proposal also includes an enclosed equipment area nearby that will house a backup generator and a 230 square foot pre -fabricated structure. The subject property is zoned institutional by the General Plan. The Planning Commission continued the Conditional Use Permit request on a 4-0 vote to the next Planning Commission Meeting of July 23, 2013. B. CODE AMENDMENT TO PROVIDE DEFINITIONS AND CRITERIA FOR THE ESTABLISHMENT AND OPERATION OF TOBACCO SHOPS, E- CIGARETTE/VAPORIZER STORES, AND CLOSELY RELATED BUSINESSES The Planning Commission recommended that the City Council approve a Municipal Code amendment to require a Conditional Use Permit (CUP) for all tobacco shops and e-cigarette/vaporizer stores. Additionally the proposed code amendment prohibits hookah lounges, requires visibility requirements for tobacco shops, and limits the sale and storage of paraphernalia. Currently, tobacco shops are allowed "by right" throughout the City with the exception of the Las Tunas East Commercial District. The proposed Municipal Code amendment clearly defines and establishes criteria for tobacco shops that would be consistent with the state and federal levels. The Planning Commission recommended that the City Council approve the Municipal Code amendment on a 4-0 vote. C. CODE AMENDMENT TO ADD MIXED USE STANDARDS AND MODIFY THE REQUIREMENTS FOR MULTI -FAMILY AND SENIOR CITIZEN HOUSING PROJECTS The Planning Commission recommended that the City Council approve a Municipal Code amendment to implement several modifications to the Downtown Specific Plan in accordance with the state approved Housing City Council July 16, 2013 Page 3 of 3 area, the following design guidelines shall be set forth: lot size, building heights, ground floor heights, bulk and massing, setbacks, parking requirements, and open space requirements. Development standards include: side by side commercial/residential uses, high density standards for non -senior housing, no density cap for senior housing, elimination of a CUP requirement for residential and senior housing projects, and elimination of the one acre requirement for mixed use projects. Stand alone residential projects in the Downtown Specific Plan are proposed to be allowed "by right', however all mixed-use projects would continue to require Planning Commission approval. The Planning Commission recommended that the City Council approve the Municipal Code amendment on a 4-0 vote. D. COMMUNICATIONS - None E. MATTERS FROM CITY OFFICIALS - None F. UPDATE FROM THE COMMUNITY DEVELOPMENT MANAGER Geoffrey Starns, Planning Manager, announced that a Request for Proposals (RFP) for the General Plan has been released. Proposals regarding the RFP for the General Plan are due in July. Upcoming RFPs will be sent shortly for the Route 19 Village Specific Plan, Historic Preservation Ordinance, and the Sign Code Ordinance. Agenda items for the next Planning Commission Meeting include updates for the Housing Element and a CUP for a preschool. G.
