The regular meeting of Council was held to -day at 4:00 p.m. and Was attended by Mayor Gamble, who presided, and Councilmen Cann, Sharpley,Blumenthal and Righton and Mr. A.F.Solms. 1 5,1(.-ws Mr. Solms was requested to present his case and he said that his reason jaa5� for appearing before Council was to get some relhhf from the present method of handlingtraffic on the Shand in relation to its effect on on his business, some one being antagonistic to the ���� gnotedhimasbein administration he said that this is not case he i not opposed to h�Ithe 25% collection charge thinks it isa good thing - but he contends 04 't°a s,ethat he is entitled to a street in front of hid hotel- people should 0,,,,,\-0,,eNN not be stopped from coming to his hotel by being compelled to pay � , 25% - should have right to park in front of his place - colledtions are not handled like they were last year this year police officer • has instructions to prohibit anyone from going on Marking area unless a ticket is presented — considerable traffic is diverted to 14th street, autodtt have to park where officer tells them - the Mayor said that traffic is not diverted to 14th street to detriment of other places - Dr. Righton said that people should have right to park where they please - Mr Cann said tha in regard to parking in front of Mr. Solms place the Town cannot permit cars to,park on a thorofare - streets cannot be appropriarted for private uses - Mr Solms said that the Town can spare the additional space that he needs and he should be entitled to 30 feet as he paid for paving that much Mr Cann suggested that an autoist on arrival at the parking space found same filled them parked in front of Mr Solms place - Mr. Solms said that he Told tell him to move on 4 Mr. Cann said that he could not make him move - Mr Solms contends that his only place to park is in front of his hotel and he wanted the privilege of parking his guests there - he said that is now trying to arrange parking space on a lot next his hotel for his guests - Mr. Solms was then excused -- the Mayor said that he was in sympathy with Mr Solms but that Mir Solms wanted an ex- clusive right to park cars in front of his hotel Dr Righton said tligt it is the feeling of,a lot of taxpayers that people s = should be kept off of streets he said along the North side of the Tybrisa bath - houses he ng'ced that a space had been reserved apparently for the exclusive or the Haar's automobiles as police officers did not permit any one else to park there - Mr Cann said that he could not see any reason for furnishing parking space to Mr. Solms or anyone else. rifie��� It was decided that the presaat method of collecting the 25% '' k ,, charge for parking would be maintained, that is selling a ticket Q,H•ec -.at the toll station and collecting same at the parking areas - `. ��� ! except that a double line would be used e...the toll station - \\�� that metal tags would be issued to those property owners who 'desired them to attache to their cars to facilitate the quick m t' handling of cars at the toll station - also that a small port - e`'` ion of tickets would be issued to the ticket collectoos at the parking areas to sell to those autoists who desire them - one man each, will be placed at 14th and 16th streets to regulate traffic and one man,each, will be placed at 14th and 16th streets at the Strand to collect parking space tickets. czcofi° The Mayor informed Council that as Recorder Bright would going "- he r aay for about two weeks he would like to,know who should act as 1 39 Recorder during his absence - the Town Attorney said that it would be necessary for the Mayor to do so. The Mayor said that Mr. Loving had just returned from a trip 'Ro to Washington,D.C. and he asked him what he had learned rel- ative to the plans of the R.F. - Mr. Loving said that while 4-6 "ti1e... he was in Wau shington he had discussed with a Mr. Moulton and p j ,n.5 0{` '`r. J.L.Harringtor_ the plans of the R.F.C. to ascertain just what was wanted to negotiate for loans from the x.2.0. - he said that the act authorizing the creation of the x..0 has two as 1ealk parts one of which was doubtful if municipality could borrow tcc��� money to build waterworks system - at the present time the E.B.C. is not so well organized - he wa asked how the appli -s° �"`� ° �•,` cationsfora loan shoe.1_1 be made and he said that it was. practicully the same as negotiating a loan from a bank - no definite form has been announced as. yet by the 11.17.0.- what will be necessary though is that sufficient information be given with reference o the project for which the money is to be borrowed - he felt that favorable consideration would be given to the waterworks system it _: uld be a good idea to get an expression from the property owners as to who would take water from the new plant, this Mould make a favor- able showing - -th: R.7.0 would regai se evid_nce in concrete form, they want all the facts - Colonel Gordon as ked if the ^ovenors approval was necessary - Mr Loving said not if the projects was self liquidating - Col. gordon asked waht the rate of interest would be - Mr. Loving said that that had not been determined as yet nor has the kind of security required, he said that it would :robably be a mortgage on the plant - C 1 Butler asked if it was pact of the unemployment scheme Mr. Loving said yes and that no convict labor Would permitted - Col. Butler asked if the amount necessary to pur- chase the T.W.W. could be included in the estimate of the cost Bf the new plant - Yr. Loving said that he could not answer that that a ruling would have to be made on that pointlk Col.Gordon said that he had spoken to the Govenorabout his approval for relief and that he said that he not going to
