THE CITY OF RICHMOND, INDIANA, JULY 21, 2005
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, July 21, 2005, in the Community Room at the Municipal Building, 50 North 5th Street,
Richmond, Indiana. In attendance were Board Members John Kenny, Dian Lawson and Mary Jo
Flood. Also attending was Adam Forrest representing the City Attorney's Office.
The following business was conducted:
CALL TO ORDER
Kenny called the meeting to order and noted for the minutes that all board members and legal
counsel were present.
APPROVAL OF MINUTES
Kenny made a request to the board to approve the minutes for the July 14, 2005 meeting. Flood
made a motion to approve with a second by Lawson. The motion was unanimously passed.
CLAIMS FOR PAYMENT
Kenny made a request to the board to approve the claims for payment in the amount or
$361,068.35. He told the board it was a rather large amount because there was no check run last
week with some of them were picked up the week before. Some of the larger amounts were
monthly payment for the City's legal services, Richmond Power and Light bills predominantly
for the street lights, monthly gasoline bills for various departments, for street contract work with
Milestone Contractors, Rinehart's Lawn Care for work at McBride Stadium, Logo Building
Restudy, construction and engineering at Reid Parkway. Lawson made a motion to approve with
a second by Flood. The motion was unanimously passed.
REQUEST
A. Kenny presented to the board a request that was submitted by Jeri Ferrell from Main
Street Richmond -Wayne County for the approval to use the Municipal Parking
Garage for the 11th Annual Rooftop Rendezvous on Friday, September 9th from 6:00
PM to 10:00 PM. Flood made a motion to approve with a second by Lawson. The
motion was unanimously passed.
B. Kenny presented to the board a request that was submitted by Denise Retz, Special
Events Coordinator for the Richmond Parks Department, for the approval of the
annual Home Run 5K Trot to be held on Saturday, July 3 0th beginning at 5:30 PM.

Lawson made a motion to approve with a second by Flood. The motion was
unanimously passed.
C. Kenny presented to the board a request that was submitted by Diane Whitehead for
street closures for two different block parties for celebration of The National Night
Out Community Block Party. Those are as follows:
1) The closing of the 1st block of North 13t11 Street from 3:00 PM to 8:00 PM on
Tuesday, August 2, 2005. Lawson made a motion to approve with a second by
Flood. The motion was unanimously passed.
2) The closing of the 200 block of South 11th Street on Thursday, August 4, 2005
from 3:00 PM to 8:00 PM. Flood made a motion to approve with a second by
Lawson. The motion was unanimously passed.
D. Kenny presented to the board a request that was submitted by Amy Walker of Mount
Olive Missionary Baptist Church to block the 1100 block of North "H" Street for the
Second Annual Christian Block Party on Saturday, August 6, 2005 from 9:00 AM to
5:00 PM. Lawson made a motion to approve with a second by Flood. The motion
was unanimously passed.
E. Kenny presented to the board a request that was submitted by Vickie Hill for approval
to close the 4700 block of South `B" Street from 11:00 AM to 8:00 PM for a
neighborhood block party on August 13, 2005. Flood made a motion to approve with
a second by Lawson. The motion was unanimously passed.
F. Kenny presented to the board a request for the approval of a curb cut at 3640 Dorothy
Lane. City Engineer Terry Dull had made a notation on the petition that he needed
exact dimensions of the drive. Lawson made a motion to approve contingent that
City Engineer Terry Dull would receive the exact dimensions of the drive that he
asked for, with a second by Flood. The motion was unanimously passed.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed unanimously. The
meeting was adjourned.
