A) CALL TO ORDER, ROLL CALL, PLEDGE Approval of the Minutes of the Meeting of June 14, 2004. 1 ) ILLINOIS ROUT E 59 CONCEPTUAL STREETSCAPING DESIGN The Illinois Department of Transportation has completed a draft set of design drawings that depict the reconstruction and expansion of Illinois Route 59 from Route 126 to Caton Farm Road. While these proposed imp rovements appear to be functional, the Village Board has expressed some concerns over the lack of streetscaping improvements that could be incorporated to provide a unique roadway section for the community. Some of these possible improvements coul d include decorative street lighting, parkway landscaping, sidewalks, landscape median islands, and pavement surface treatments. In an effort to seek guidance in selecting the appropriate improvements, the Board has directed Staff to request writ ten "Statements of Qualifications" from competent consulting firms that could assist the Village. Of the five firms that were solicited, two provided statements/proposals for the conceptual streetscaping design work. These documents are attached a nd a representative from each firm has been invited to provide a brief presentation at this meeting. 2) HISTORIC PRESERVATION ORDINANCE. Detailed discussion on the revisions of the latest historic preservation draft ordinance. The most signif icant changes being 1) the requirement for owner consent to nominate a landmark; 2) the establishment of the historic preservation commission as a recommending body only; 3) persons from a wider range of professional backgrounds are eligible to serv e on the preservation commission; 4) establishment of a formal review process for re -development, PUDs, re -zonings, and variances within historic districts. COW July 12, 2004 Page 2 of 2 3) COMPREHENSIVE PLAN The Village Board has decided to review the Comprehensive Pl an. Attached is a memo outlining some process issues and objectives. Does the Board see the suggested process as a way to proceed? Are there some changes/additional objectives the Board desires?
