A) CALL TO ORDER, ROLL CALL Approval of the Workshop Minutes of April 25 , 2005. 1) SPRINGBANK AQUATIC CENTER The Developer wants to present the site plan and PUD for the aquatic center to the Board t o ensure the project is acceptable. The project has been to Plan Commission and was recommended for approval. 2 ) ROUTE 126 PROPOSED RETAIL CENTER The develop er is seeking Village Board input on a concept plan to redevelop three single family homes into a neighborhood retail center located on Route 126 in front of the Reserve S ubdivision. The applicant proposes to demolish the existing homes and rezone the property to B -2. The property is identified in the comprehensive plan as low density residential category. 3 ) MORGAN/HARBOUR CONCEPT PLAN The applicant is seeking input from the Village Board on a concept plan for an approximate 61.8 a cre development located on Wood Farm Road and north of the proposed Life Spring Church. The applicant is proposing light industrial and possible office uses. The subject site is identified in the comprehensive plan as the site for the future Me tra Station and mixed use category. 4 ) MORATORIUM/COMPREHENSIVE PLAN The Plan Commission is reviewing the Board's suggested changes to the Comprehensive Plan and the Village Board has firmly directed that the matter be brought to a conclusion. Previously, the staff indicated that as long as the Comprehensive Plan was still going through review, the present annexation moratorium would remain in place. The Village Board has two basic options: COW May 23 , 2005 Page 2 of 2 a) The moratorium continues until th e Comprehensive Plan is properly amended; or, b) The moratorium can be lifted as the Comprehensive Plan is being amended. If we lift the moratorium, do we instruct developers to follow the existing or proposed Comprehensive Plan? Can/should the moratorium be eased if the development could serve some of our special needs such as school sites, commercial, utility or transportation needs? Is there some other hierarchy of needs that might give a new annexation a priority? B) ANY OTHER BUSINESS C) EXECUTIVE SESSION for discussion on personnel, not to reconvene.
