A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON
URGING RECOGNITION OF MARINE LIFE AS A BENEFICIAL USE
OF BAY AND HARBOR WATERS, URGING HIGHER STANDARDS OF
WATER QUALITY AND RECOMMENDING IMPROVEMENTS IN THE
ADMINISTRATION OF WATER QUALITY CONTROL AGENCIES
WHEREAS, it is the desire of the City of Carson that the waters which pass
through Dominguez Channel to the Los Angeles -Long Beach Harbors be of sufficient quality
and purity as to:enhance the multipurpose beneficial uses of bay and harbor waters; and
WHEREAS, as part of this policy of multiple uses of public waters it is desirable
to recognize the propogation, sustenance and harvest of fish and aquatic life as one of the
important beneficial uses of bay and harbor waters, including the waters of the inner harbor;
and
WHEREAS, in order properly to support the multiple beneficial uses of these down-
stream areas, the waters carried by Dominguez Channel should be of a quality compatible to
that considered necessary to support the propagation, sustenance and harvest of fish and aquatic
life; and
WHEREAS, in the event these proper water quality standards are established and
achieved for waters carried by Dominguez Channel and its tributaries, said channel will thereupon
constitute an ecologically supportive factor, rather than a degrading factor, to the sustenance of
aquatic life, thereby enhancing the ability of bay and harbor waters to support multipurpose
beneficial uses; and
WHEREAS, one source of pollution of particular importance to Dominguez Channel
is the industrial waste waters discharged; and
WHEREAS, it has been amply demonstrated in other geographic areas that if
sufficient importance is attached to quality control of industrial waste waters, said waste waters
may be and are returned to a level of quality and oxygenation consistent with the sustenance of
aquatic life prior to the disposal of said waste waters into public waters; and
WHEREAS, the City of Carson feels that with the proper control or treatment of the
above described and other industrial discharges into the Dominguez Channel and the other con-
tributing tributaries, both the inner and outer bay and harbor areas will achieve dissolved oxygen
and other water quality levels sufficient to sustain aquatic life, subject only to the normal effects
of limited circulation in certain backbay areas; and
WHEREAS, water quality control policies should remain up-to-date in anticipating
the enhancement of water quality made possible to current technical achievements and progress,
and should seize these opportunities to establish an ongoing system of testing, surveillance and
enforcement of water quality standards and controls so as to assure that the multiple needs of our
communities will be served by clean water in the years to come; and
WHEREAS, significant improvements in the organization, staffing and equipping of
concerned state agencies are needed if these agencies are to be properly effective in pursuit of
area -wide and state-wide quality goals;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CARSON RESOLVES
AS FOLLOWS;
Section I. That the propagation, sustenance and harvest of fish and aquatic life
be recognized as one of the beneficial uses of bay and harbor waters in all waters of the Los
Angeles -Long Beach Harbor areas.

Section 2. That water quality control standards for Dominguez Channel and its
tributaries be set at a level compatable with the beneficial uses at its terminus.
Section 3. That those dischargers of wastes into Dominguez Channel and its
tributaries be allowed a period not to exceed three years to upgrade their effluents to attain
the provisions of Sections 1 and 2.
Section 4. That the State provide its appropriate agencies with sufficient personnel,
experts and equipment so that a comprehensive and independent system of monitoring waste discharges
and testing channel, bay and ocean waters may be established and maintained.
Section 5. That compliance with the terms of discharge permits be made the sub-
ject of stringent monitoring and enforcement.
Section 6. That a system of fines and sanctions be formulated that will meaning-
fully serve to deter violation of water quality rules and laws.
Section 7. That pending federal legislation be enacted to better control the
discharge of fuel oil and oil wastes by ocean-going vessels, and vigorous efforts made to enforce
such laws.
Section 8. That all concerned agencies work diligently and cooperatively to
coordinate water quality control and the multiple beneficial uses of tidal and ocean waters.
Section 9. That the City Clerk and the City Administrator be, and are hereby,
authorized and directed to forward certified copies of this resolution to all interested state and
federal administrators and legislators.

I, Marilyn R. Cortina, City Clerk of the City of Carson, California, do hereby
certify that the whole number of members of the City Council of said City is five; that the
foregoing resolution, being Resolution No. 69-2, was duly and regularly adopted by the City
Council of said City at a regular meeting of said Council, duly and regularly held on the
20th day of January 1969, and that the same was so passed and adopted
by the following vote:
AYES: COUNCILMEN: Clark, Junk, Smith, Yamamoto and Marbut.
NOES: COUNCILMEN: None.
ABSENT: COUNCILMEN: one.
