A) CALL TO ORDER, ROLL CALL /PLEDGE  Approval of the Committee of the Whole Workshop Minutes for Thursd ay, January 12, 2006. 1 ) SCHOOL TRANSITION FEE POLICY DISCUSSION The Village has been asked by the Plainfield and Oswego School Districts to consider adopting a policy to incorporate a school transition fee or "lag -time" fee as a condition of an nexation into the Village. The transition fees would help to fund the cost of operating schools and are intended to mitigate the delay between the time a new student enrolls in school and the receipt of property -tax revenue from new development, sin ce property taxes are paid in arrears. At the direction of the Village Board, this policy could be incorporated into the Village's standard annexation agreement. 2) GRANDE PARK SOUTH The applicant is looking for input from the Village Board on t heir 2,462 unit residential project on approximately 1,113 acres west of Ridge Road. 3 ) 3 N 1 DAYCARE (NEC 127TH STREET & GILMORE ROAD) The applicant is proposing a daycare to be located on 127th Street, immediately east and adjacent to Oswego F ire Station #4. The applicant is seeking the Board's input as to whether this is something they would support on this site. 4) SRATEGIC PLANNING Staff will provide an update on the strategic planning for traffic and roadway improvements. Updates will be provided from recent meetings with IDOT representatives, a draft of the final traffic plan is attached and will be discussed, and upcoming traffic projects for the 2006 -2007 fiscal years will be summarized. 5) CONCEPT PLANS The policy has been to allow proposed applicants, at their discretion, to go directly to a workshop. This avoids the concept process and only allows for limited information at the time of the workshop. Staff is seeking direction on whether the Board wishes to cont inue with this policy. 6) ANY OTHER BUSINESS COW February 13, 2006 Page 2 of 2 B) ADJOURNMENT to Executive Session for personnel not to reconvene.
