HomeMy Public PortalAbout69-017RESOLUTION NO. 69-17 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON APPROVING PLANS AND SPECIFICATIONS FOR CARSON PARK IMPROVEMENTS, ORDERING THE WORK, ADOPTING A WAGE SCALE, CALLING FOR BIDS AND DESIGNATING A TIME AND PLACE FOR THE OPENING OF BIDS (CITY OF CARSON, CARSON PARK IMPROVEMENT CASH CONTRACT NO. 69-1) WHEREAS, the City Administrator has caused plans and specifi- cations to be prepared for the making of certain improvements to Carson Park in the City of Carson; and WHEREAS, it is in the best interests of the City of Carson that said plans and specifications be approved, and the work shown therein be done by the City; NOW, THEREFORE, BE IT RESOLVED: Section 1. Approval of Plans and Specifications. The plans and specifications filed on February 21, 1969, with the City Administrator, acting as Street Superintendent, and bearing the designation of "Carson Park Improvements" and relating to the improvements as described in this Resolution, are hereby approved. Section 2. Ordering the Work. It is ordered that the work and improvements proposed to be done, hereinafter designated as "City of Carson - Carson Park Improvement, Cash Contract No. 69-1, shall be performed as shown in said plans and specifications. Section 3. Specifying Fund. It is ordered that the cost to the City of Carson of said work and improvements shall be paid as follows: General Fund Approximately $ 20,510.00 Section 4. Adoption of Wage Scale. It is hereby determined that the general prevailing rate of hourly wages in the locality in which such work is to be performed, for each craft or type of workman or mechanic needed to execute such public work, and also the general prevailing rate for legal holidays and overtime work for each craft or workman or mechanic, are in accordance with the schedule attached hereto, marked "Exhibit A to Resolu- tion No. 69-17", and made a part of this Resolution. The wage scale contained in said schedule shall supersede any previous schedule of such rates heretofore adopted by this Council. A copy of this Resolution will be kept on file in the office of the City Clerk and a copy thereof in the office of the Street Superintendent, and open to.public inspection. Section 5. Call for Bids. The City Clerk is hereby directed to publish a NOTICE INVITING SEALED BIDS for said project, in the form required by Section 37903 of the Government Code of the State of California, said Notice to be published twice, not less than five (5) days apart, commencing not later than March 5th in the Press -Journal Harbor Mail, a newspaper of general circu- lation, published and circulated in the County of Los Angeles, and the City Clerk shall also post such Notice in at least three (3) public places in the City of Carson, as designated in Section 2800 of the Carson Municipal Code. Said Notice shall distinctly state the project to be done and refer to the specifications on file. Section 6. Receipt and Opening of Bids. The City Council hereby fixes Thursday, the 20th of March, 1969, at the hour of 10:00 o'clock A.M., as the day and hour, and the City Hall of Carson, as the time and place of opening bids; and said time and place shall be shown in the Notice. All bids shall be delivered to and publicly opened, examined and declared by the Street Superintendent at the City Hall, 22805 So. Avalon Boulevard, Carson, California. Res. No. 69-17/Pg. 2 of 2 The Street Superintendent shall report the results of such bidding to the City Council at its next regular meeting after the opening of bids. No proposal or bid shall be considered by the Street Superin- tendent or by the City Council unless accompanied by a check or bid bond as required by law and satisfactory to the City Council. Provided that overtime rates, rates of pay for Saturdays, Sundays and holidays shall apply to those holidays as recognized in the collective bargaining agreement applicable to the particular craft, _ classification or type of workman employed on the project. Provided, however, that notwithstanding the general provisions hereinabove set forth, the straight rates as specified for flagmen, guards or watchmen shall be applicable to a maximum of eight (8) hours of employment per calendar day, including Saturdays, Sundays and holidays, for a total of not over forty (40) hours per week, but that not less than one and one-half (1 1/2) times such specified rates shall be paid said flagmen, guards or watchman for any time worked in excess of eight (8) hours per day or forty (40) hours per week. Should crafts or types of workmen other than those set forth above be employed in connection with the contract, they.shall be paid in accordance with the prevailing rates for their particular craft which have been determined by the City Council. Complete wage rate schedules are on file at the offices of the Street Superintendent. The rate of compensation for any classification not listed in the schedule, but which may be required to execute the proposed contract, shall be commensurate and in accord with the rates specified for similar or comparable classifications or for those performing similar or comparable duties. SPECIAL INSTRUCTIONS TO BIDDERS: Bidders must satisfy themselves by personal examination of location of the proposed work and by such other means as they may prefer as to the actual conditions and requirements, of the work, and shall not at any time after submission of the bid dispute, complain, or assert that there was any misunderstanding in regard to the nature or amount of work to be done.
