LOCKPORT STREET 7:0 0 P.M. A) CALL TO ORDER, ROLL CALL/PLEDGE B) Approval of the Minutes of the Committee of the Whole Workshop and Executive Session held on September 10, 2007 . C) PRESIDENTIAL COMMENTS D) TRUSTEES COMMENTS E) BUSINESS MEETING 1) STAR LINE REGIONAL TECHNICAL ASSISTANCE PROGRAM OVERVIEW The Village has received preliminary approval to participate in the Regional Transportation Authority’s Regional Technical Assistance Program (RTAP). Staff will be submitting an application shortly and would like to present the proposed project to the Village Board for review and comment. The project will include site planning for the future Metra station and parking; preparation of design guidelines for the areas adjacent to the station site; and additional coordina tion with Metra, Pace, and the public. 2) SANITARY SEWER RETURN CHARGE The Village has received questions from several of our residents regarding the method that we use to calculate the sewer return charges. Generally, they do not dispute the water fee bu t feel that a sewer return credit should be offered in the summer months when outside watering occurs. Staff has surveyed the area communities and determined that about half of our neighbors offer a summer credit that is based on winter water use. While of fering this type of credit has certain benefits other questions concerning water conservation, sufficient funding, and possible water/sewer rate adjustment require consideration. 3) FLOOD CONTROL BERM – LAKELAND’S SUBDIVISION During July of 1996 the Villa ge received a record setting rain event that caused flooding in many areas of the community. While it was expected that properties within the floodplain would experience damage it was not expected that the DuPage River would cross Naperville Road and flood the Lakeland’s Subdivision. Since this event occurred, residents of the subdivision have been working with Christopher Burke Engineering on possible solutions to separate the river and lake during severe rain events. As three possible options have been de veloped, and some grant funding is available, Staff is seeking direction on how to proceed with this issue. James A.
