A special meeting of txxs uacxich mm-ti was held to -day at 4:00 p.m. and was attended by Mayor Gamble, who presided, and Councilmen_ Sharpley,Logan, Blumenthal and Cann, .also the citizens committee consisting of Messrs. J.G.Butler, G.A. Gordon,S1O.Harris, .J.Haar, Frei ;vessels and Yr. J.B.Loving of the J.B.Mcera rey Co. The Mayor said that Mr. Loving had just returned from a trip 'Ro to Washington,D.C. and he asked him what he had learned rel- ative to the plans of the R.F. - Mr. Loving said that while 4-6 "ti1e... he was in Wau shington he had discussed with a Mr. Moulton and p j ,n.5 0{` '`r. J.L.Harringtor_ the plans of the R.F.C. to ascertain just what was wanted to negotiate for loans from the x.2.0. - he said that the act authorizing the creation of the x..0 has two as 1ealk parts one of which was doubtful if municipality could borrow tcc��� money to build waterworks system - at the present time the E.B.C. is not so well organized - he wa asked how the appli -s° �"`� ° �•,` cationsfora loan shoe.1_1 be made and he said that it was. practicully the same as negotiating a loan from a bank - no definite form has been announced as. yet by the 11.17.0.- what will be necessary though is that sufficient information be given with reference o the project for which the money is to be borrowed - he felt that favorable consideration would be given to the waterworks system it _: uld be a good idea to get an expression from the property owners as to who would take water from the new plant, this Mould make a favor- able showing - -th: R.7.0 would regai se evid_nce in concrete form, they want all the facts - Colonel Gordon as ked if the ^ovenors approval was necessary - Mr Loving said not if the projects was self liquidating - Col. gordon asked waht the rate of interest would be - Mr. Loving said that that had not been determined as yet nor has the kind of security required, he said that it would :robably be a mortgage on the plant - C 1 Butler asked if it was pact of the unemployment scheme Mr. Loving said yes and that no convict labor Would permitted - Col. Butler asked if the amount necessary to pur- chase the T.W.W. could be included in the estimate of the cost Bf the new plant - Yr. Loving said that he could not answer that that a ruling would have to be made on that pointlk Col.Gordon said that he had spoken to the Govenorabout his approval for relief and that he said that he not going to 40 bond the stake - is going to pro -rate 45,000,000.00 to portions of state as need it - Mr. -Loving said that if the Town had gone<the limit in its issuance of bonds that this would not mitigate against borrowing from the R.Q.C. - Mr. Harris said that somebody would have to pay the money back - Yr Cann said that this would be a self- liquiddating project - The Mayor said that loanswould be made to states, and municipalities, the act defines self liquidating projects, taxpayer does net assume any r - Col. Gordon asked if it would be possible to get estima e of revenues needed to figure out what consumers would be charged - the Mayor said that it would be necessary to have engineer suaervision - Mr. Loving said that he would submit plans,ect he suggested that the proposal should be gotten up in concrete form as to costs, specificatians,ect., estimated revenues and any other in- formation that would be of behefit - that his company would get up an engineer report as to costs,ect., would make a complete map of 'Td101 showing all buildings,pipe lines,fire plugs, valves and p an of the Towns needs, would submit to the two boards that require it (1) the Ga, State Board of Health (2) the S.L.Fire Underwriters Assn., so as to get maximum value of fire protection,- would get up maps,plans, specificatio.ns,ect., would assist the Town in approaching the R.F.C. for the loan,would assist in reaching final consideration when funds are secured, will furnish resident engineer,when installation is complete will turn over to Town complete record map-showing locations of all lines, will handle from prelim- inary to completion of system for a fee of 5% of total cost of systemd -Vhe Mayor suugested that supppse that the Town were turned By The R.F.C. would the Town have to pay the 5% - Mr. Loving said "no" if project did not go through there would be no charge -.Col. Gordon said that he understood that some borrowers from the R.F.0 had gotten only 2/3 of what they had asked. for - at this point the Mayor had to leave and turned the chaar over to Mr. Cann - Col Gordon asked what interest would have to be paid - Mr. Loving that had hot been decided but it woulf probably be about 0 - Mr. Harris saidnthat the property owners hould be taken into our confidence and the matter of the new system explained to them so that their consent can be gotten Mr Cann - Mr Loving said that the R.F.C.does not want projects submitted in abstract form we should go there with the whole proposition worked out - Col. Gordon suggebted that 2 or 3 persons should handle the matter insteae$of having so many meetings - Mr Cann said that we should have a meeting of the property owners to see if they want it or get information and submit it to them - Col. Butler asked what the legal statue of the T.W.W. was - Mr Cann said that he did not know - Mr. Lov- ing said that because they are doing business their hodings have a value - Col. Butler wanted to know if the amount necessary to buy the T.W.W. could be included in the plan submitted to the R.F.C. - Mr. Loving said that that would have to be ascertained from the R.F.C. - Col.Gordon said that the good -will of the T.W.W. should be purchased Mr. Harris said that the T.W.W. i II stoekholderb claimed that they never collected a dividend - Mr. Harris said that he would like offer a motion that a com- mittee of four be appointed consistigtg of two citizens and two members of Council to get all details concerning loan,ect and report back to this committee as promptly as; possible - Mr. Wessels seconded this and the motion passed. With this the meeting adjourned.
