URBAN RENEWAL AGENCY
Minutes
August 21, 2007 — 9:00 am

1. CALL TO ORDER AND ROLL CALL
The meeting was called to order at 9:00 am. Members present were Rick Fereday,
John Watkins, Bonnie Bertram, Don Bailey, Tony Nash and Scott Jeffrey. There
was a quorum present.
Also present: Lindley Kirkpatrick, Betsy Roberts, Mandi`Roberts (joined the
meeting by phone about 9:20 am), Fred Quiel, Brock Heasly, Rick Schiermeier,
Michelle Groenevelt and Deb Smith.
2. MINUTES
Don Bailey moved to approve the August 9, 2007 Minutes. Bonnie Bertram
seconded the motion and all members voted in favor. MOTION CARRIED.
3. APPROVAL OF INVOICES
Don Bailey moved to approve the White Peterson invoice dated July 31, 2007.
Bonnie Bertram questioned the West Law charge and Lindley Kirkpatrick explained
that this is the source the attorney's use when researching the law. John Watkins
seconded the motion and all members voted in favor. MOTION CARRIED.
4. McCALL LAKEFRONT IMPROVEMENTS PROJECT
Hotel McCall wants to move forward with their project.
Betsy Roberts was concerned with all of the possible improvements discussed at
the last meeting to be made to Lake Street, the total would reach the $100,000 limit.
At $100,000, the project needs to be put out to bid and she was concerned that our
efforts could be misconstrued as avoiding the bid process. She spoke with Fred
Mack last night and he confirmed her thoughts. He said that he would be available
today for this meeting if the Committee would like to discuss his opinion. Rick
Fereday questioned why we didn't just put the project out to bid. He feels that it
should be put out to bid and not just done by the Public Works Department. The
discussion continued as to what it would take to have the Public Works Department
do the work necessary this year to satisfy the City of McCall's portion of the Lake
Street improvement so as not to delay the Hotel McCall's project. Rick Schiermeier
feels that his department could easily complete the necessary work and that a
gravel surface would be fine through the winter.
1. Minimal maintenance in front of Hotel McCall; put the rest to bid.
2. Complete the construction of the entire street and leave it gravel until next
year.

Don Bailey moved to have the Public Works Department regrade the road to the
Hotel McCall and do the basic maintenance road work if the Hotel McCall agrees,
and re -bid the project next spring; seconded by Bonnie Bertram; MOTION
CARRIED.
Don Bailey suggested that the City clean up the lot Larry Tiernan is allowing the
City to use during the Lake Front Improvement Project at Huckleberry Corner.
Tony Nash said that the lot has been put up for sale and it was suggested that the
City get approval from Mr. Tiernan to use it until it sells.
5. OTHER
Don Bailey asked that the process to apply for vacation of a City of McCall owned
alley be started. The vacation process is through the McCall Planning and Zoning
Department and per Lindley Kirkpatrick, the application fee will be waived for the
Urban Renewal Agency.
The next Urban Renewal Agency meeting is scheduled for Tuesday, September 18,
2007 an 8:00 am.
6. ADJOURNMENT
Rick Fereday moved to adjourn at 10:30 am; seconded by Tony Nash; MOTION
CARRIED.
