Minutes
1. CALL TO ORDER AND ROLL CALL
Chairman Fereday called the meeting to order at 8:00 am. Members present were Rick
Fereday, John Watkins, Scott Jeffrey, Robin Gerblick, Don Bailey and Bonnie Bertram.
Also present were Lindley Kirkpatrick, City Manager; Walt Eisenstein, Deputy City
Manager/Infrastructure & Community Development. Betsy Roberts, CH2M Hill, was
present via telephone for a portion of the meeting.
2. MINUTES
The Board reviewed the minutes of July 9, July 26, August 3, August 21, and October 2,
2007. Chairman Fereday requested that the July 9 minutes more accurately reflect the
vote and subsequent discussion of the motion to re -bid the Lakefront Improvements
Project. The last paragraph on the first page will be amended as follows:
Discussion continued concerning the possible re -bid. Scott Jeffrey motioned to re-
bid the Legacy Park Park Project with the revised scope; seconded by John
Watkins; carried unanimously. Rick Fereday stated that he was not happy with
the desis+sn need to re -bid the project.
Mr. Bailey moved to approve the minutes of July 9 as amended and the minutes of July
26, August 3, August 21, and October 2 as presented. Mr. Watkins seconded the
motion. All members voted in favor. MOTION CARRIED.
3. APPROVAL OF INVOICES

The Board again discussed the CH2M Hill invoices from April 27, July 13, and August
10, 2007. The Board also reviewed a summary spreadsheet prepared by Betsy Roberts.
The Board discussed the invoices and summary with Betsy, and discussed the need for
an estimated cost to finalize the drawings in preparation for re -bidding the project.
The Board decided to hold a special meeting on Thursday October 18 to discuss the
issue further when Ms. Roberts is in town on other business.
4. McCALL LAKEFRONT IMPROVEMENTS PROJECT
The Board decided to finalize the schedule for re -bidding the project at the October 18
meeting.
5. OTHER
Chairman Fereday stated that the Huckleberry Corners property, owned by Larry
Tiernan, is for sale for $1.7 million and wondered about the possibility of the Agency
purchasing it.
6. ADJOURNMENT
Hearing no further business, Chairman Fereday adjourned the meeting at 9:15 am.
