THE CITY OF RICHMOND, INDIANA, JULY 28, 2005
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, July 28, 2005, in the Community Room at the Municipal Building, 50 North 5th Street,
Richmond, Indiana. In attendance were Board Members John Kenny and Mary Jo Flood. Also
attending were Adam Forrest representing the City Attorney's Office, Fire Chief Mike Crawley
and Police Chief Kris Wolski.
The following business was conducted:
CALL TO ORDER
Kenny called the meeting to order and noted for the minutes that he, Mary Jo Flood and legal
counsel were present.
APPROVAL OF MINUTES
Kenny made a request to the board to approve the minutes for the July 21, 2005 meeting. Flood
made a motion to approve with a second by Kenny. The motion was unanimously passed.
CLAIMS FOR PAYMENT
Kenny made a request to the board to approve the claims for payment in the amount of
$644,347.18. He explained that some of the larger items were the quarterly Perf payment which
includes Police, Fire, City and Sanitary Retirement and half the payment on the West Main
Street Sidewalk work to L.J. Deweese. Flood made a motion to approve with a second by
Kenny. The motion was unanimously passed.
REQUEST
A. Kenny presented to the board a request that was submitted by Todd Kuykendall from
the Sons of the American Legion for the approval of a noise variance from 4:00 PM
to 12:00 AM on July 30th for their outdoor party to be held in the northeast end of the
parking lot at 109 North 6th Street. Flood made a motion to approve with a second by
Kenny. The motion was unanimously passed.
CONTRACTS
A. Kenny brought to the board a request that was presented by Police Chief Kris Wolski
for the approval of the contract between the City of Richmond and the Stilesville,
Indiana Marshall's Office to donate a retired police cruiser to them for the amount of

$1.00. He explained that they were a newly formed law enforcement agency and the
Mayor felt that it would be a nice jester to help them out. The car is a black and
white 1999 Ford Crown Victoria. Flood made a motion to approve with a second by
Kenny. The motion was unanimously passed.
B. Kenny brought to the board a request that was presented by Police Chief Kris Wolski
for the approval of the contract between the City of Richmond and Wayne County
Emergency Management Agency to donate for the amount of $1.00 a 1987 Ford
Econoline Van that the Police Department just recently retired. He explained that it
was formerly a Rural Metro Ambulance that was donated by them to the Police
Department for their Water Rescue Vehicle. Flood made a motion to approve with a
second by Kenny. The motion was unanimously passed.
BID AWARDS
A. Kenny brought to the board a request that was presented by Fire Chief Mike Crawley
for the approval to award a bid for the Garage Door Electric Eyes in all Fire Stations
to Overhead Door Company in the amount of $4,400.00. Flood made a motion to
approve with a second by Kenny. The motion was unanimously passed.
B. Kenny brought to the board a request that was presented by Fire Chief Mike Crawley
for the approval to award a bid for the labor for coating the roof at Fire Station No. 5
to AAA Roofing in the amount of $2,581.00. Flood made a motion to approve with a
second by Kenny. The motion was unanimously passed.
C. Kenny brought to the board a request that was presented by Fire Chief Mike Crawley
for the approval to award a bid for the outside maintenance of ramp /sidewalk and
other areas at Fire Station No. 1 to C & N Industrial Contractors in the amount of
$20,000.00. He explained that there was lot of water erosion damage done to the area
and needed immediate attention. Flood made a motion to approve with a second by
Kenny. The motion was unanimously passed.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed unanimously. The
meeting was adjourned.
