A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARSON URGING ALL EMPLOYERS TO INITIATE AND
DEVELOP POLICIES WHICH WILL PROVIDE EMPLOYMENT
FOR THE EXPERIENCED AND SKILLFUL UNEMPLOYED OF
AEROSPACE
WHEREAS, approximately 125,000 aerospace workers in Southern California in all
categories --professional, technical, administrative, and the highly skilled -- are now
unemployed because of a change in government spending priorities; and
WHEREAS, at least another 50,000 in the industry, as well as additional thousands of
civilian employees in government and related businesses, will be losing their employment
during the coming year; and
WHEREAS, this loss of employment reduced to simple terms means a loss to the Southern
California economy of almost $1,575,000,000 annually in personal income and an approximate
loss of $500,000,000 tax revenue to the federal, state and local governments; and
WHEREAS, aerospace workers, generally by government direction, devoted a decade or
better of their lives to meet government decreed objectives and performed superbly in their
achievement; and
WHEREAS, there have been instances when employment has been refused because of
the mere fact that the applicant for work has been an aerospace employee; and
WHEREAS, if positive action and programs are not initiated NOW, other members of
the industrial--comercial complex soon may find their products unpurchased and their employment
jeopardized with consequent further damage to the economy and government's ability to finance
the social programs whose existence depends upon continuing tax flow; and
WHEREAS, aerospace workers through Experience Unlimited and in coordination with
the California Department of Human Resources are working cooperatively to put this most
productive pool of human talent back to work.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Carson urges
all employers to initiate and to develop employment policies which will have as a goal the
providing of employment for the experienced and skillful unemployed of aerospace; and
NOW, THEREFORE, BE IT FURTHER RESOLVED that business leaders through the
Chamber of Commerce and service organizations of the community assume their share of this
responsibility by cooperating with Experience Unlimited to help the aerospace unemployed to
help themselves back to productivity; and
NOW, THEREFORE, BE IT FINALLY RESOLVED individual business leaders, commercial
houses, and industry be urged to ensure equal consideration for unemployed aerospace workers
when they are contacted for available employment opportunities.

I, Marilyn R. Cortina, City Clerk of the City of Carson, California, do hereby certify
that the whole number of members of the City Council of said City is five; that the foregoing
resolution, being Resolution No. 70-162, was duly and regularly adopted by the City Council
of said City at a regular meeting of said Council, duly and regularly held on the 12th day of
December, 1970, and that the same was so passed and adopted by the following vote:
AYES: COUNCILMEN: Junk, Marbut, Smith, and Leahy.
NOES: COUNCILMEN: None.
ABSENT: COUNCILMEN: None.
