HomeMy Public PortalAbout71-103RESOLUTION NO. 71-103 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON AMENDING RESOLUTION NO. 177, AS AMENDED BY RESOLUTION NO. 70-152, PERSONNEL RULES AND REGULATIONS WHEREAS, the City Council of the City of Carson is authorized and directed under the provisions of Section 2903 of the Carson Municipal Code to adopt rules and regulations pertaining to the administration of the personnel system created in said ordinance; and WHEREAS, the City Council did approve, at its meeting of June 28, 1971, certain changes and additions to said Personnel Rules and Regulations; and WHEREAS, Section 2903 of the Carson Municipal Code requires that all changes and modifications to said Personnel Rules and Regulations be made through adoption of a resolution of the City Council following the public posting of said modifying action; and WHEREAS, said changes and modifications have been publicly posted at least five (5) days prior to final City Council consideration in accordance with Section 2903 of the Carson Municipal Code. NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby authorize the following amendments to the Personnel Rules and Regulations of the City of Carson: Section 1. Rule I. Definition of Terms is hereby amended to include the following defi nitions: Call Back Pay: Compensation accrued by an employee as a result of being called back to work at a time other than the normal working hours of said employee. Mileage Allowance: Reimbursement for certain expenses incurred by those employees who use their private vehicles while conducting City business. Rule I is further amended to include the following changes in the numerical sequence of definitions: The definition for Call Back Pay shall become Rule 1.9; The definition for Mileage Allowance shall become Rule 1.34; The current definition for Unassembled Examination shall be changed to Rule 1.58; The numerical sequence for the definitions numbered 1.34 through 1.56, inclusive, shall be changed to 1.35 through 1.57; The numerical sequence for the definitions numbered 1.57 through 1.59 shall be changed to 1.59 through 1.61. Section 2. Rule IV. Compensation is hereby amended to include the following statements: 6. Call Back Pay: Employees who are called back to work at times other than their normal working hours are guaranteed a minimum of two (2) hours compensation at the overtime rate of one and one-half times their regular compensation. 7. Mileage Allowance: Employees using their private vehicles in the conduct of City business shall be reimbursed for expenses at the rate of twelve (12�) cents per mile traveled. Each employee requesting reimbursement shall keep an accurate record of miles traveled during each trip. Section 3 two, as follows: Rule 10.3. Annual Vacation Leave. Res. No. 71-103 /2 of 2 is hereby amended in paragraph Each employee who has completed six (6) months of employment with the City shall be credited with six (6) days of vacation leave. Each employee who completes one year of service shall have twelve (12) working days of vacation leave. Each employee shall have the opportunity, if desired, to take six (6) vacation days at the completion of six (6) months of service, with departmental approval. Paragraph three of Rule 10.3 is hereby amended to read as follows: Each eligible permanent part-time employee is credited with four (4) hours of annual vacation leave for each 173 hours worked. Payroll records of all active part-time employees shall be reviewed each January following the completion of each calendar year. Those part-time employees who have worked in excess of 1040 hours for the past calendar year shall be granted annual vacation as prescribed by the above formula. Upon termination, permanent part-time employees who have accrued annual vacation leave hours shall receive full payment for these hours at their prevailing hourly wage.
