Starr be appointed counncilman to fill ymexspired term of A. Meyer, motio carried. Mayer Groninga adminstered oath of office to Chas Starr. Motion by Okones second by Starr to adjourns carried. r-- erk ' r. _31 Mayor Groninga was present and presided at the meeting. The following Councilmen were present: H. L. Luwe, Mayo Ttyaden, Lester Huisman and Neil O'Kones. Councilman Lester Huisman offered Ordinance No. 12 � of which the following is a copy: ORDINANCE NUMBER 12 ORDINANCE TO REGULATE THE USE AND DIRECTION OF TRAVEL ON ADAMS ST NTT FROM THE SECOND STREET INTERSECTION TO THE FOURTH STREET INTERSECTION OF THE TOWN OF 1rdELLSBURG AND TO FIX PENALTIES FOR VIOLATION THEREOF BE IT ENACTED by the Council of the Town of Wellsburg, Grundy County, Iowa: SECTION I. PURPOSE The purpose of this Ordinance is to eliminate congested and hazardous traffic conditions in the Town of Wellsburg on Adams Street from Second Street to Fourth Street of the Town of Wellsburg and to place a duty upon any user of the said street of the Town of Wellsburg to travel only in a northerly direction; traveling in a southerly direction of which is prohibited. SECTION II. ONE-WAY TRAVEL ON PORTIOP�S OF ADA�S STREET All vehicular travel on dams Street between Second and Fourth Avenues of the Town of Wellsburg shall be one-way tz•avel and all vehicular use thereof shall only be by travel in a northerly direction; no person shall cuase or permit the vehicle he drives to proceed in a southerly direction upon said portion of said street. SECTION III. PENALTY Anyone violating any of the provisi ons of this Ordinance shall upon conviction be deemed guilty of a misdemeanor and shall be subject to imprisonment not exceeding ten days or a fine not exceeding �100.00. SECTION IV. REPEALER All ordinances or parts of ordinances in conflict wZth the pro- visions of this Ordinance are hereby repealed. 32 SECTION V. tiaHEN EFFECTIVE This ordinance shall be in effect after its final passage, approval and publication as provided by law. Luwe and seconded by Councilman Neil O'Kones that said Ordinance be placed upon its first reading. UPON ROLL CALL Councilman voted said motion as follows: H. L. Luwe VOTED Aye Mayo Tjaden VOTED Aye Lester Huisman VOTED Aye Neil O'Kones VOTED Aye All members of the Council being present and having voted "Aye", Mayor Groninga declared said motion carried, and said Ordinance No. 12 was placed upon its first reading and was read the first time. Thereupon it was moved by Councilman Mayo Tjaden and seconded by Councilman Lester Huisman that the laws and rules providing that ordinances shall be fully and distinctly read on three different days be suspended and be dispensed with and that Ordinance No. 12°rbe placed upon its last reading. UPON ROLL CALL Councilmen voted upon said motion as follows: H. L. Luwe VOTED Aye Mayo Tjaden VOTED Aye Lester Huisman VOTED Aye Neil O'Kones VOTED Aye All members of the Council being present and having voted "Aye", Mayor Groninga thereupon declared 'the motion carried and Ordinance No. 12 � was then placed upon its last reading and was read the last time. Thereupon, it was moved by Councilman Neil O'Kones and seconded by H. L. Luwe that Ordinance ivo. ley be placed upon its final passage and passed. - UPON ROLL CALL, Councilman voted upon said motion as follows: H. L.
