Report on FAA Sponsor/Consultant Conference: The Staff and engineers reported: A.) The ALP, as prepared, is very likely to be approved. B.) Relocation of Deinhard Lane will be FAA grant eligible as an obstruction removal. This information could be used to accelerate the State project. C.) If the City of McCall can provide local match, the airport has sufficient FAA priority that their 90% match will be forthcoming on all eligible projects. D.) When scheduled commuter service begins and the 2500 enplanment level is reached, an FAA entitlement follows as does a 75% match for a terminal. 2.) 1989 AIP: A.) The 1989 project is still weighing alternatives. Cold mix recycling may be unacceptable due to the curing time required which would make the closure lengthy. The E-W taxiway is still being considered in the project scope. B.) Closure issues: A letter (attached) regarding closure and safety was reviewed. A special meeting with affected parties was set for Tuesday, March 21, 1989 at the Smoke Jumper Base conference room, 1 PM, to discuss these matters in detail. 3.) Toothman-Orton Engineering Agreement: After discussion, the committee asked the staff to work with the engineers to bring a specific proposal, with an October 1, 1989 effective date, to them at a later time. 4.) Passmore Aviation Lease: A discussion of the conflicting insurance requirements, the Minimum Standards, and the State Department of Agriculture resulted in no actions to alter the minimum standards. Staff was asked to further negotiate with Passmore Aviation on the matter. 5.) Other Business: An ILS was discussed. Estimated costs of the ILS are $700,000.00 and of a MLS, about $900,000.00. BURGESS, PE CHARLES P. SUNDBY, PE DAVID G. POWELL, PE GLENN K. BENNETT, LS The continuation of airport operations during a construction project has proven to be controversial in the past. Typically, the Owner, Airport Manager, and FBOs desire to operate as close to normal as possible by utilizing taxiways for operations. This is normally desired for economic reasons and is a historic practice. The Contractor, on the other hand, desires to conduct his operations in an efficient manner with a minimum of hazard and potential for conflicts. Coordination of his activities with on -going airport operations can be a hindrance to optimum construction operations. The Engineer's Resident Project Representative can provide assistance and aid with coordination so that both diverse interests can hopefully be satisfied in a safe manner. This involves compromise and cooperation of all involved in the project. The overriding concern of all parties should be safety and the potential liability associated with such operations. To further complicate the issue, the FAA has not taken a clear stand on the issue other than to say that "officially" the airport should be closed. The FAA acknowledges that it is up to the Airport Owner to finally decide on operational conditions during construction and that in some cases economic conditions might dictate that the airport remain open. Any directives which are issued from FAA personnel regarding use of taxiways, etc. are "unofficial" at best and may vary from office to office and individual to individual. Official policy is that the FAA does not "approve" use of taxiways for aircraft operations during construction. TOOTHMAN-ORTON ENGINEERING COMPANY Bud Schmidt McCall Municipal Airport Page 2 of 3 In light of the FAA's policy, and because we have a healthy concern for safety, we also do not recommend operations on taxiways during construction. However, as with the FAA, we believe the decision to continue or not continue operations during construction is solely a local decision to be made by the Airport Owner and management staff. If the local decision is to continue operations it is our policy to honor that decision and provide whatever assistance and coordination we can with respect to appropriate safety precautions. However, the City of McCall, as Airport Owner, is cautioned that even with additional safety precautions and coordination it is accepting some degree of additional liability. This fact must be considered when establishing construction contract requirements such as, insurance and operational procedures. Input from both the City's legal counsel and insurance agent is recommended. We have previously indicated our willingness to cooperate and aid fully in conduct of air operations during construction; however, this clearly places a significant additional burden and responsibility on our personnel. We accept this responsibility, but do request that the City of McCall indemnify Toothman-Orton Engineering Company and its personnel from liability associated with the conduct of air operations during construction. Following are a few recommendations we believe to be appropriate. We would encourage additional input from the Airport Owner, management staff, and FBO's regarding these recommendations and additional recommendations and procedures related to safe aircraft operations during construction. Contract Specification Section 1542, "Operational Safety During Construction", provides general guidelines and requirements for the contractor to follow. Project specific issues are normally discussed further at Prebid, Pre -construction and job meetings during construction. The following should be accomplished prior to bidding the project. 1. Arrange a meeting of impacted parties to discuss project specific schedules and safety considerations during construc- tion. Adopt a formal policy regarding operation during construction. 2. Appoint a Safety Officer responsible for review and coordina- tion of all air operation and construction activities during the construction period. Meet with legal counsel and insurance representatives to dis- cuss liability issues, insurance requirements and other contractural considerations for the project. The following procedural recommendations should be considered if limited operation during construction is allowed. 1. Issue a NOTAM formally closing the airport and informing pilots of airport conditions. 2. Limit operations to pilots and FBOs familiar with the facility who can demonstrate a serious need to operate from the facility during construction. 3. Provide notification by airport unicorn radio to incoming and departing aircraft that the airportand the runway are officially closed, the length and width of the parallel taxiway, and inform them that if they choose to use the parallel taxiway they are doing so solely at their own risk. 4. Coordinate, through the designated Safety Officer, FBO and pilot activities to minimize conflict with Contractor operations. 5. Coordinate adequate barricading, signage, and/or flagmen to minimize potential conflicts between construction activities and aircraft operations. 6. We do not recommend that numerals be painted on the taxiway, as some have suggested, as this could greatly mislead a pilot who may not have received the NOTAM and may have no knowledge of the airport and its condition during the construction phase. It is hoped this information serves to establish our position regarding this issue and further provides helpful information for you. BENNETT, LS RE: McCall Municipal Airport - General Services Contract Dear Bud: Our General Services Contract for the airport will have been in effect for one year in February, 1989. I thought it would be appropriate to review the work items which were addressed under that contract during the past twelve months and also identify work items which we perceive will need attention during the next twelve months. I believe it is necessary to discuss these items in the near future so that we have a general understanding of the level of involvement desired and also, so that the Airport Advisory Committee and City Council have an understanding of the miscellaneous issues which relate to the airport and require action. During the past twelve months we have received a $200/month retainer. As a rule -of -thumb this equates to 4 or 5 hours of service of a Project Manager or Senior Planner at a discounted rate from our normal billing rates. During the past twelve months we have provided services under the contract for items identified below. I have noted by (+) or (-) if work required exceeded or was less than the rule -of -thumb hourly allowance, a (0) indicates work within the rule -of -thumb range. Work Items 2/88 to 2/89 1. Misc. relating to Airport Zoning Ordinance 2. Part 77 Evaluation relating to land development along the Payette River near the airport 3. Analysis and Evaluation re: to Riverside Subd. 4. Aid and coord. relative to Contel Land Exchange 5. Aid and coord. relative to securing an NDB Technician 6. Advise and Evaluate Hangar Layout, Location, Orientation, and Construction 7. General coordination with Judd Deboer, Adjacent Property Owner (0) In general, we feel services provided have averaged out at a compatible level with fees received. The only exception to this is work relating to Hangar Layout and Design, as considerable additional time was expended in research in this area. It may be wise to identify and treat future hangar related work as a separate issue covered by a separate work order. We anticipate the possible need for services under the General Services Agreement in the following areas during the next year. Other unidentified items will no doubt arise. 1. Preparation of Hangar Site Layout Guidelines and aid in setting building guidelines and standards (++) 2. Preliminary coord. w/Deboers regarding long range airport development and land acquisition (0) 3. Aid and advise in development of local share funding sources for airport improvements; immediate and future (+) 4. Aid in Deinhardt Lane Relocation Planning and Coordination (+) 5. Advise as to Power Source Location or Relocation for Airport Lighting (0) TOOTHMAN-ORTON ENGINEERING COMPANY City of McCall Page 3 of 3 I have also identified our anticipated involvement relative to the current rule -of -thumb of 4 to 5 hours of service. It is our opinion, that on an average, general services could easily exceed the rule -of -thumb standard. We would like to discuss either increasing the monthly retainer for 1989 or the use of separate work orders to supplement the general services agreement on an as needed basis. As previously stated this information is provided as a basis for discussion and as an aid in establishing direction for the next year. I plan on being available to discuss this information at the next Advisory Committee meeting which I believe is February 1. Please call me if you wish to discuss this information prior to that time.
