A sr ecial meeting Town Council, was held to -day at 4:00 p.m. and was attended by Mayor Gamble,who presided, and Councilmen Cann, Demers, Righton and Sharpley and Town Attorney McIntyre. The Mayor called the meeting to order. Discussion started about the proposed waterworks project and Dr. Righton :inked if the McCreary Co., would connect up all of the connections leading to buildings - Mr. Demere suggested that in the event of the TWWCo getting the money from the RFC before the Town what would happen then - the Mayor said the Town could stop i3 - Mr. Sharpley said that we should stop and reflect before: going into a $ 60000.00 debt, the TWW offered fire protection under a new plan we should make another proposal to them - the Mayor said that in the not very distant future the Towns house sewerage is going to require improveing and it should be given consideration at this time - Mrr. Remere said that if Pooler could furnish water for 10,00 per year Tybee should - Mr. Cann said that the oportunity is here now for the town to put in its own water system, it should take advantage of the RFC plans, if it is to plan formthe future it should act now,under the TWW plans there is no provision made to extende for future needs - Dr. Righton wanted to know what the TWW would sell out for, he was informed that the TWW did not want to sell, if the town can get help fvvm the RFC to build the waterworks system it should do so - Mr. Cann saked if any figures were availabe to show what water rated were in effect in other small towns - Mr Logan got in touch with Mr. Frank Tarver, Town Clerk of Pooler, he informed Mr Logan that Pooler has 110 takers the rate is 100.00. per year and that the current costs approximately 15.00 per month - Dr. Righton asked if it was known how long it would take the RAC to act after the plans were presented - the Mayor said that he understood it would take about 30 days - the Mayor said that the town adopt aresoultion riquesting the RFC to hold up any other application for a loan for a waterworks system from outside partied until the town can present its propos- ition, Dr. Righton made a motion that the following resolution be adopted, this was seconded by Mr. Demere and the motion passed unan- amously; RESOLUTION BE IT RES )L1T1 I, by the Mayor and Aldermenenf Savannah Beach, Tybee Island, Georgia, in Council assembled, that the Recon- struction Finanace Corporation, be, and is hereby requested, to make no appropriation to the Tybee Water Company. or any other private- corporation, for waterworks improvements.., at'SivihnaholteathsplybeetIsh land, until the formal application of the Town of Savannah Beach, Tybee Island, for an appropriation for the construction of a munic- ipal waterworks has been presented, 4eard and considered, or until the Town of Savannah Beach,Tybee Island, has officially withdrawn its request for such an appropriation. Gentlemen: We herewith submit pland and blueprints showing the pro- posed improvements to our water system, also complete details of water system for fire and domestic use at Savannah Beach,Geirgia, which was approved by Mr D.W.Cates, Assistant Engineer. South Eastern Under- writers Assocition. 100,000 gallon steel tank resting on a 125 foot steel tower. One 12" well. One Sterling pump and motor capable of delivering 750 gallons per minute, connectedto 12" well. One 40 HP gas ehgine approve' type connected to Gould pump capable of delivering 400 ga lons per minuteconnected to one 4" and two 3" wel1S. In a case of,emergency both units can be operated and capable of delivering 1150 gallons per minute. In reserve we have a 25 HP electric motor connected to Gould pump with a Pairbanks Morse Engine, Z type, as an alternate capable of delivering 400 gallons per minute and 7i HP motor connettted to a Rum- sey pump capable of lelivering 200 gallons per minite. The red on map shows 8" main Bunning from tank at Butler Avenue and 2nd Street to Butler Avenue and 16th Street. The yellow line shows 6" cast main running from Butler Avenue and 16th Street to Butler Avenue and. Chatham AVenue., then from Butler Avenue on Chatham Avenue to Alley 3 and Gplatham Avenue, ebnneetinelto 8" main at Butler Avenue and 16th Street. Orange line is a 3" galvanized line connected to 6" cast main on Chatham Avenue at Alley 3 and extending to Chatham Avenue and 14th Street, and from Chatham Avenue and 14th Street on 14th Street to Butler Avenue, This line is a cirdulating line required by underwrttets. There will be 29 standard approved fire hydrants with two 2-" fire hose connection and one 4" stammer connection on each plug as required by underwriters. In addition there will beinstalled in a few places emergency outlets so arranged to take from a 2i" fire hose to a garden hose. Respectfully submitted, Tram WATERWORKS, signed A.P.Solomontsr., President and Treasurer, Mr Cann said that as soon as the TWW know that the Town means business then theynwill d, something - Mr Demere suggested sending a circular to every property owner. The Mayor informed Council that he had been informed by Col. George Butler he had advices that the C.M.T.C. and R.O.T.C. camps would be moved away from Fort Screven unless some place could be had where the troops could manuver, the Commanding Officer of the post had selected a spot on Dafauski Island that would be suitable for the purpose, but it would, be necessary to ferry the troops back and forth, tnus neces- sitating having a boat to do this, Col. Butler informed the Mayor that a suitable boat had been located, one that was being sold by the U.S.goverment, and that through the efforts of the Chamber of Commerce it had been purchased for $ 600.00 and turned overto Fort Screven to be used for the purpose mentioned thereby saving the two camps for Savannah and Tybee, the pro-rata share of the cost of the boat to the Town was $ 100.00, the Mayor asked that he be given authority to 49 pay this amount to the Collector of Customs, Savannah,Ga., Mr. Cann made a _motion. :. :that:: the Mayor- -be. given ° =the authority requested this was seconded by Dr. Righton and,the motion-passed-unanamously. The Mayor informed 'Caunc.ii:that'he had been requested by the Atlanta Journal to take some space in the proposed rotogravure section that will soon be issued, on thethe occasion of the two- hundredth anni- versary of the State of Georgia, hessaid- that -as the Journal had al- ways been very kind -and given generously of their space to the island that he felt that at beast-a quarter-page-ad costing $ 150000 should be taken with them and he wanted the authority to spend this amount - Mr. Cann made a motion that the Mayor be granted the authority requested - this was seconded by Mr. Sharpley and this motion passed unanamously. September 29, 1932. A special meeting of Council was held to- day•at 4:00 p.m. and was attended by Mayor Gamble, who presided, and Councilmen Cann, Demere and Logan and Sharpley. The Mayor informed Council that the resolution passed on May 16th, 1932 consolidating the several notes with the Liberty National Lank and Trust Co., amounting to $.6000.00 did not have a clause in it providing for renewals and that the bank is now requestinga new resolution having the renewal clause inserted, therefore he wanted the authority to have a new resolution drawn up that would be ac.• ceptable to the bakk - Mr Cann made a motion that the following resolution be passed this was seconded by Mr Demere and the motion passed unanamously ; RESOLUTION BE IT RESOLVED by the Mayor and Councilmen of Sav- annah Beach,Tybee Island, On Council assembled, that WHEREAS on May 16th,1932 a resolution was adopted consolidating three notes due t e Liberty National Bank and ,Trust Company by theMayor and Councilmen of Savannah Beach, Tybee Island and reducing thesaid three notes so that the entire indebtedness due the Liberty National Bank and Trusf Company, after said consolidation and reduction,wasthe sum of 6000.00, to be represented by a note of Savannah Beach,Tybee Island, due sixty days after date, in the sum of $ 6000.00, and executed ir,the name of the corporation by the Mayor and Counvlmen of Savannah Beach, Tybee Island, and attested by the Clerk of Council; and WHEREAS said note 'has been reduced to,the sum of
