HomeMy Public PortalAbout20130725_PSCMinutes.doc July 25, 2013 Public Safety Committee Minutes Present: City Council - Wanda Doyle, Jan Fox, Bill Garbett City Attorney Bubba Hughes, Tommy Branch, Chief Bryson , Captain Moseley TIPD, Chief Sasser TIFD, City Manager Diane Schleicher Approval of Previous Minutes – 5-23-2013, 6-19-2013 – Unanimous New Business: 1 – Discuss Ocean Rescue Staffing Levels: Wanda Doyle – Ms Williams sent an e-mail stating she received information that the Lifeguards were overworked. Chief Sasser – We have 48 total Lifeguards to draw from, no overtime. I have received no complaints on the amount of hours worked, no double shifts, on a rescue there are 4 guards in the water and the mobile rescue mule is in route to the scene. The information received in the e-mail is not correct. City Manager will follow-up with Ms Williams who submitted the e-mail. Wanda Doyle – I have received information that Fire Department Non- Subscribers are receiving fire service. Diane Schleicher – We may need an ordinance that states Fire Service fee will be provided to Non- Subscribers to cover the cost of equipment and personnel. Wanda Doyle – Place on next PSC meeting agenda. Diane Schleicher – I think we should proceed to council with the request to raise the subscription fee from $85.00 to $100.00. Bubba Hughes will review policy. 2 – Review New Signage for Savannah River Side Warning Visitors of Possible Ship Wakes: Diane Schleicher – Presented a sample sigh to the Committee, theses will be erected in the vicinity of Savannah Beach and Racquet Club and North beach area. Chief Sasser – I am not in favor of more signs this is the ocean, we cannot keep putting up more signs to warn of every hazard. Old Business: 1 – Public Safety Building: A. Discuss and Review CM at Risk for Contract: Tommy Branch started a review from the beginning of the contract. Jan Fox had several questions of language in the contract some of which was No payment for early completion, Section 11-7, Section 11-6 Section 2-2. Tommy Branch – Remove last section 0f Section 11-7 Change Orders will impact the project and cost money. The plans should be acceptable before the order to begin construction is given. Bubba Hughes Recommendations: Dia ne Schleicher – In charge of Day to Day Operations, Change orders should go to Council, set a level of management. A set of guidelines should be accepted by all parties of how information will be distributed to Mayor and Council. Jan Fox – We should make a clause in the contract or highly recommend that an effort be made to recycle all materials. (JB 7-25-13)
